for its customers/clients. Further, Slogan, Essay and<br />
Pictorial Theme Representation Competitions were<br />
organized on themes relating to vigilance/corruption with<br />
the aim <strong>of</strong> involving employees and encouraging them to<br />
come forward with innovative ideas to spread awareness<br />
about the ill effects <strong>of</strong> corruption.<br />
During the period from January 2006 to March 2006,<br />
Vigilance Unit intends to work towards review & notification<br />
<strong>of</strong> the operational manuals, which are presently under<br />
process, and also completion <strong>of</strong> investigation <strong>of</strong> complaint<br />
cases in hand. Postings & periodic rotation in the sensitive<br />
posts will be monitored. Vigilance Unit will take up the<br />
matter <strong>of</strong> filing and verifying <strong>of</strong> property returns due on<br />
01.01.2006 in respect <strong>of</strong> the employees <strong>of</strong> the Corporation.<br />
The ‘Agreed List’ and ‘List <strong>of</strong> <strong>of</strong>ficers <strong>of</strong> Doubtful Integrity’<br />
will also be drawn up during this period in accordance<br />
with the directives <strong>of</strong> CVC. Periodic & Surprise inspections<br />
<strong>of</strong> files will continue to be conducted and guidelines will<br />
be issued to the concerned departments with the aim <strong>of</strong><br />
ensuring transparency, objectivity and accountability in<br />
their day-to-day operations.<br />
REC<br />
A. Progress made during the current year upto<br />
November. 2005.<br />
1 The Vigilance Division <strong>of</strong> Corporation under the charge<br />
<strong>of</strong> Chief Vigilance Officer (<strong>of</strong> the rank <strong>of</strong> Functional<br />
Director) continued playing its important role <strong>of</strong><br />
instilling probity in the organisation, inculcating habits<br />
<strong>of</strong> adherence to systems and procedures amongst<br />
the employees <strong>of</strong> the Corporation and enforcing<br />
discipline in judicious exercise <strong>of</strong> administrative and<br />
financial powers by different field functionaries.<br />
.2 The Vigilance set up, consisting <strong>of</strong> one CVO and 3<br />
<strong>of</strong>ficers unceasingly strived to improve all aspects <strong>of</strong><br />
vigilance i.e. preventive, detective and punitive. The<br />
Vigilance Division ensured that the guidelines issued<br />
by CVC were fully implemented by the Corporation.<br />
.3 The Corporation continued to accord a major<br />
thrust on preventive vigilance, streamlining and<br />
strengthening systems and procedures. Accordingly,<br />
all the important circular received from CVC have<br />
been placed on the REC intranet for information<br />
and necessary action by all the Project Offices/<br />
Central Instt. for Rural Electrification, Hyderabad.<br />
The Vigilance Division played a very important and<br />
active role in getting the existing guidelines revised/<br />
updated.<br />
MINISTRY OF POWER<br />
4 Vigilance Awareness Week, was observed both at<br />
the Corporate <strong>of</strong>fice as well as at all the field <strong>of</strong>fices<br />
in the country. Senior and Middle Level Executives<br />
<strong>of</strong> the Corporation were given exposure on the latest<br />
techniques in anti-corruption work and lectures by<br />
distinguished speakers were arranged. A number <strong>of</strong><br />
<strong>of</strong>ficers were also deputed for training courses at CBI<br />
Academy, Ghaziabad.<br />
5 Agreed lists in respect <strong>of</strong> all the 19 <strong>of</strong>fices <strong>of</strong> the<br />
Corporation were finalised after discussions with<br />
the local branches <strong>of</strong> CBI. During the period under<br />
report, 3 cases have been disposed <strong>of</strong>f and in one<br />
case, the Inquiry Officer has submitted his report to<br />
the Disciplinary Authority.<br />
6 As per the directions <strong>of</strong> the Hon’ble High Court <strong>of</strong><br />
Delhi and the instructions received from C.B.I./MOP,<br />
all appointment after 1.1.95 made by the Corporation<br />
under ST Category were verified and one case came<br />
to notice in which a fake/forged ST certificate was<br />
submitted by the employee. Disciplinary action has<br />
been initiated against the employee.<br />
7 The performance <strong>of</strong> Vigilance Division was reviewed<br />
by CMD, REC, CVO, MOP, Central Vigilance<br />
Commission. CVO also undertook periodic reviews,<br />
as per existing norms. The Division has maintained<br />
good liaison with outside agencies like the CVC and<br />
the CBI in addition to effective coordination with<br />
different Departments/Offices within the Corporation<br />
for expeditious disposal <strong>of</strong> vigilance cases.<br />
PGCIL<br />
During the period January to November 2005, 53<br />
complaints have been received, out <strong>of</strong> which 31 are<br />
signed complaints. Among these, 3 complaints have<br />
been received from <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> (MoP) and Central<br />
Vigilance Commission (CVC) during the year. Reports in<br />
respect <strong>of</strong> 4 complaints have already been sent to the CVC<br />
and MoP respectively. During the year 27 complaints have<br />
so far been taken up for investigation. Apart from this,<br />
12 inspections conducted by the regions also formed the<br />
source <strong>of</strong> complaints. Disciplinary proceedings were also<br />
initiated in the cases investigated, and during this year 6<br />
cases have been disposed and as on date 3 disciplinary<br />
cases are pending.<br />
The Vigilance Department <strong>of</strong> POWERGRID has, laid special<br />
emphasis on inspections, both at the Corporate as well as<br />
the regional level. During the year 2005, till the month <strong>of</strong><br />
