the body <strong>of</strong> the dams shows the normal behaviour.<br />
Underwater inspections <strong>of</strong> Dams also do not indicate any<br />
abnormality.<br />
Nangal Hydel Channel is running continuously since its<br />
year <strong>of</strong> commissioning i.e. 1954. Inspection, repair and<br />
maintenance <strong>of</strong> Nangal Hydel Channel are being carried<br />
out online without any closure. Sand grouting <strong>of</strong> lining is<br />
done regularly and underwater repairs are done with the<br />
help <strong>of</strong> divers. This has not only helped in maintaining an<br />
uninterrupted supply <strong>of</strong> water to the Partner States but<br />
has also helped in continuous operation <strong>of</strong> Ganguwal and<br />
Kotla powerhouses for the last 51 years.<br />
ENVIRONMENT MANAGEMENT PLAN<br />
PLANTATION PROGRAMME<br />
Under this programme, BBMB had chalked out a<br />
programme to plant almost 40,000 trees and shrubs on<br />
vacant land at all Project Stations every year. During 2005-<br />
06, against a target <strong>of</strong> 40,000 trees and shrubs, BBMB<br />
has planted 64907 plants during the monsoon months <strong>of</strong><br />
2005. Some more plants will be planted if winter rains are<br />
normal during January & February <strong>of</strong> 2006. At Talwara,<br />
a Green Land Project has been started on 40 acre plot<br />
in which different varieties <strong>of</strong> plants are being grown in<br />
a phased manner. Another prestigious project i.e. Rock<br />
Garden at Talwara on the pattern <strong>of</strong> Chandigarh Rock<br />
Garden on 20 acre plot was started last year. The Rock<br />
Garden constructed under the aegis <strong>of</strong> Padamshree Sh.<br />
Nek Chand has been commissioned this year. The Rock<br />
Garden has been constructed with the waste and unused<br />
material from the Beas Project.<br />
Environment Management Plan for Beas Satluj Link<br />
Project<br />
The Environment Management Plan (EMP) proposed<br />
for BSL Project by National Enviornmental Engineering<br />
Research Institute (NEERI), Nagpur had following two<br />
components:<br />
i) Short-Term measures: These were the mitigation<br />
measures for the benefit <strong>of</strong> the general public like<br />
organized promotion <strong>of</strong> fish production in Suketi khad<br />
and its tributaries, one-time farm management in silt<br />
affected agriculture-land, tarring <strong>of</strong> road along one side<br />
<strong>of</strong> Sundernagar Hydel Channel, improvement <strong>of</strong> crossover<br />
bridges on Suketi khad, plantation at Baggi Control<br />
Works (BCW) and along Sundernagar Hydel Channel,<br />
provision <strong>of</strong> cattle-troughs along Suketi khad, etc. Out<br />
<strong>of</strong> these measures, some were required to be completed<br />
exclusively by BBMB and the others were to be completed<br />
by the Himachal Pradesh Governmnet Departments after<br />
getting their proposals vetted/financed by Bhakra Beas<br />
Management Board.<br />
Status: The Short-Term measures, which were directly<br />
under the control <strong>of</strong> BBMB, were completed even before<br />
onset <strong>of</strong> monsoon 2003. The measures completed were<br />
improvement and modification <strong>of</strong> 22 No. cross-over<br />
bridges <strong>of</strong> modified design, metalling and tarring <strong>of</strong> road<br />
along one side <strong>of</strong> Sundernagar Hydel Channel and tree<br />
plantation along Sundernagar Hydel Channel and Baggi<br />
Control Works.<br />
For development <strong>of</strong> fisheries, an amount <strong>of</strong> Rs. 36 lac as<br />
first installment was also released to Fisheries Department<br />
<strong>of</strong> Himachal Pradesh in 2003. Fisheries Department<br />
was asked to take further necessary steps for the<br />
implementation <strong>of</strong> the scheme. BBMB had been in touch<br />
with Fisheries Department who have started implementing<br />
the project and they have assured to utilize the Bhakra<br />
Beas Management Board funds during the current year.<br />
For the provision <strong>of</strong> cattle-troughs for animals, the<br />
concerned Animal Husbandry Department has been<br />
continuously under pursuasion but nothing concrete has<br />
come out so far for this project.<br />
ii) Long-term measures: The long-term measures<br />
suggested by National Enviornmental Engineering<br />
Research Institute (NEERI) were to reduce the silt load<br />
at Pandoh Dam and for disposal <strong>of</strong> silt from Balancing<br />
Reservoir, Sundernagar.<br />
Central Pollution Control Board in consultation with <strong>Ministry</strong><br />
<strong>of</strong> Environment & Forest constituted an Expert Committee<br />
in pursuance <strong>of</strong> the directions <strong>of</strong> Hon’ble Himachal<br />
Pradesh High Court, Shimla in 2004, for preparing an<br />
action plan for management <strong>of</strong> silt and advice on other<br />
relevant issues with respect to Beas Sutlej LInk Project.<br />
The Expert Committee after detailed studies for about<br />
a year, submitted its final report in the Hon’ble Himchal<br />
Pradesh High Court Shimla on 10.05.2005, in which an<br />
‘Action Plan’ has been proposed for monsoon season for<br />
Beas Sutlej Link Project for next 3 to 5 years.
