MINISTRY OF POWER<br />
November 2005, 123 inspections were conducted out <strong>of</strong><br />
which 72 are site inspections 17 are site inspections and 34<br />
inspections in which scrutiny <strong>of</strong> files/LOAs (letter <strong>of</strong> award)<br />
was undertaken. Out <strong>of</strong> these inspections, 11 cases have<br />
so far been instituted out <strong>of</strong> inspections till November<br />
2005. Apart from this, the Vigilance Department has made<br />
significant recoveries to the tune <strong>of</strong> Rs.1,58,12,309 during<br />
the year. During the year 2005 Rs. 43,71,523/- has been<br />
recovered on account <strong>of</strong> CTE inspections.<br />
In POWERGRID, high priority has been placed on training<br />
and as part <strong>of</strong> these various workshops were organised at<br />
the regional levels and also as part <strong>of</strong> the HRD Calendar for<br />
training. As part <strong>of</strong> this drive, a workshop on ‘Values and<br />
Ethics’ was organised at Indian institute <strong>of</strong> management<br />
(IIM), Kolkata and at Banaras Hindu University for 43<br />
executives <strong>of</strong> POWERGRID. A Training course on<br />
‘Values and Ethics in Management’ was conducted on<br />
November 08, 2005 for employees <strong>of</strong> Corporate Centre<br />
and representatives <strong>of</strong> M/s <strong>Power</strong>links Ltd., a joint venture<br />
<strong>of</strong> POWERGRID which was organised by Pr<strong>of</strong>. S.K.<br />
Chakraborty, former Convener, Management Centre for<br />
Human Values, IIMC, Kolkata.<br />
During the month <strong>of</strong> October 2005, deliberations were held<br />
on the Integrity Pact. A Committee was formed to finalize<br />
the Integrity Pact, handed by Shri Gopalachari, IPS (Retd.)<br />
which is being prepared on the guidance <strong>of</strong> CVC as well as<br />
Transparency International. Since the Pact was aimed at<br />
bringing about absolute fairness and transparency in the<br />
dealing with the vendors in the matters <strong>of</strong> tendering and<br />
procurement practices <strong>of</strong> POWERGRID, it was decided to<br />
hold a meeting with the Vendors and Media in a forum<br />
for deliberations on the Integrity Pact at New Delhi on 8th<br />
November, 2005 during the Vigilance Awareness Week.<br />
Shri R.H. Tahiliani, (Retd. Admiral) and presently Chairman,<br />
Transparency International India, and Shri Gopal Achari,<br />
IPS, former Special Director, CBI gave the presentation on<br />
the Integrity Pact in which the media and vendors evinced<br />
considerable interest. Besides publication <strong>of</strong> the annual<br />
in house journal ‘Candour’ the Vigilance Awareness Week<br />
was also marked by Inter School and College Debate<br />
Competitions as well as elocution contests which were<br />
organised at the Corporate Centre and the regions. On<br />
the occasion, a book titled “Teaching Integrity to Youth”<br />
which has been brought out by Transparency International<br />
was also circulated. Besides the above, contests like<br />
slogan writing, essay writing, cartoon competition and<br />
quiz competitions were organised for the employees and<br />
their family members on the occasion.<br />
The right to Information Act was implemented in<br />
POWERGRID during the month <strong>of</strong> October and 13<br />
employees have been designated as Information <strong>of</strong>ficers<br />
<strong>of</strong> the organization while 13 senior employees have been<br />
designated as Appellate Authorities under the Act.<br />
NEEPCO<br />
Vigilance Activities: Keeping in view <strong>of</strong> various directives<br />
and guidelines <strong>of</strong> the Central vigilance Commission,<br />
Action Plan on Anti-Corruption & Vigilance measures have<br />
been taken up. Complaints received from various sources<br />
are regularly monitored and where prima-facie evidence<br />
are found, investigations have been carried out. More<br />
emphasis have been given to different aspects <strong>of</strong> Preventive<br />
Vigilance to streamline the rules and procedures and plug<br />
the loopholes, detected during investigation/inquiry <strong>of</strong><br />
various cases.<br />
SJVN<br />
Vigilance Clearance<br />
Upto date vigilance status <strong>of</strong> the employees and executives<br />
<strong>of</strong> SJVN as well as those on deputation was maintained<br />
and cases <strong>of</strong> vigilance clearance were promptly dealt<br />
with on their receipt from the concerned administrative<br />
authorities.<br />
THDC<br />
The Vigilance Department undertook the job <strong>of</strong> preventive<br />
and detective vigilance and encompassing all the activities<br />
<strong>of</strong> the Coporation. In order to achieve the highest level<br />
<strong>of</strong> transparency all concerned were asked to streamline,<br />
adopt and follow the laid down systems and procedures.<br />
The day to day activities <strong>of</strong> the vigilance department were<br />
reviewed on monthly basis by the CVO, and by the CMD<br />
from time to time. The time schedule for conducting the<br />
enquiries and investigations were followed. The Vigilance<br />
Awareness Week was organized at all <strong>of</strong>fices <strong>of</strong> the<br />
Coporation with zeal and enthusiasm.<br />
DVC<br />
(A) Current year upto 30th November. 2005<br />
The Vigilance Department continued its effort to achieve<br />
Corporate objectives within the framework <strong>of</strong> instructions<br />
received from CVC and <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>.<br />
As in the past, considerable stress was laid on the<br />
strengthening <strong>of</strong> different systems prevalent in the DVC.<br />
As a result, series <strong>of</strong> Office Orders were issued by the<br />
Corporation on the basis <strong>of</strong> recommendations made<br />
by Vigilance Department towards effecting system<br />
