Setting up <strong>of</strong> Ultra Mega <strong>Power</strong> Projects<br />

The <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>, Govt. <strong>of</strong> India has launched an<br />

initiative for development <strong>of</strong> five coal based Ultra Mega<br />

<strong>Power</strong> Projects in India, each with a capacity <strong>of</strong> 4000 MW<br />

or above. These projects will be awarded to developers on<br />

the basis <strong>of</strong> tariff based competitive bidding.<br />

To facilitate tie-ups <strong>of</strong> inputs and clearances project<br />

specific Shell companies have been set up as wholly<br />

owned subsidiaries <strong>of</strong> the <strong>Power</strong> Finance Corporation Ltd.<br />

These companies will undertake preliminary studies and<br />

obtain necessary clearances including water, land, fuel,<br />

power selling tie-up etc. prior to award <strong>of</strong> the Project to the<br />

successful bidder.<br />

Initially five sites are being identified by CEA in five different<br />

states for the proposed Ultra Mega <strong>Power</strong> Projects. These<br />

include two pithead sites on each in Madhya Pradesh and<br />

Chhattisgarh and three coastal sites in Gujarat, Karnataka<br />

& Maharashtra. It is proposed to set up pithead projects<br />

as integrated proposals with corresponding captive coal<br />

mines. <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> has already requested to <strong>Ministry</strong><br />

<strong>of</strong> Coal to identify such large coal blocks. For the coastal<br />

projects imported coal shall be used.<br />

The projects are to be developed with a view to result in<br />

minimum cost <strong>of</strong> power to the consumers. Because <strong>of</strong><br />

bigger size units, the cost <strong>of</strong> the project would; be lower<br />

due to economy <strong>of</strong> scale. Further the layout <strong>of</strong> the project<br />

would be compact and all systems would be optimized<br />

to result in lower cost <strong>of</strong> power. Further projects would be<br />

environment friendly adopting supercritical technology to<br />

reduce emissions.<br />

A time bound action plan for preparation <strong>of</strong> project report,<br />

tie-up <strong>of</strong> various inputs/clearances, appointment <strong>of</strong><br />

consultants, preparation <strong>of</strong> RFQ/RFP have been prepared.<br />

The whole process up to selection <strong>of</strong> bidder is proposed to<br />

be completed in a period <strong>of</strong> one year. Once the developer<br />

is selected, the ownership <strong>of</strong> the Shell companies shall be<br />

transferred to the successful bidders.<br />

National Electricity Tariff policy has been notified<br />

National Grid<br />

• Inter Regional Transmission Capacity has increased to<br />

9500 MW.<br />

Distribution Reforms<br />

• 158 Towns have achieved AT&C loss less than 15%<br />

and 38 towns less than 20%<br />

Energy Conservation<br />

• Energy Audit and Energy Saving Projects in Rashtrapati<br />

Bhawan have been completed and a saving <strong>of</strong> the<br />

order <strong>of</strong> 25% in electricity consumption is targetted.<br />

• During 2005, 311 industrial units participated in<br />

National Energy Conservation Award Scheme and<br />

affected a saving <strong>of</strong> as much as Rs. 989 crore in energy<br />

consumption.<br />
