New initiatives<br />
Development <strong>of</strong> Ultra Mega Projects:<br />
Post Electricity Act, 2003, a facilitative environment has been created for development <strong>of</strong> power projects. National<br />
Electricity Policy followed by Tariff Policy and several other tools required for implementation <strong>of</strong> theAct are now in place.<br />
Economies <strong>of</strong> scale leading to cheaper power can be secured through development <strong>of</strong> large size power projects using<br />
latest super-critical technologies.<br />
<strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> in association with Central Electricity Authority and <strong>Power</strong> Finance Corporation have been working<br />
on the preparatory exercises for development <strong>of</strong> large size Ultra Mega power projects with each having a capacity <strong>of</strong><br />
4,000 MW, which will also have scope for expansion in the future. The idea is to tie up all the initial inputs such as fuel,<br />
environmental clearances, water, the likely buyers <strong>of</strong> power and, therefore, appropriate terms and conditions with utilities<br />
and payment security mechanism. Four such sites including two coastal sites one each at Karnataka and Gujarat have<br />
been identified for development as Ultra Mega <strong>Power</strong> plants.<br />
