MINISTRY OF POWER<br />

for Punatsangchhu HE project stage II (870/1000MW) and<br />

Mangdechhu (360/600MW) project in January 2005. The<br />

work <strong>of</strong> preparation <strong>of</strong> DPR for Punatsangchhu HE project<br />

stage II project is proposed to be entrusted to WAPCOS<br />

and that <strong>of</strong> Mangdechhu to NHPC. The MOUs with these<br />

organizations for preparation <strong>of</strong> DPR are proposed to be<br />

signed in January, 2006.<br />

Afghanistan<br />

Govt. <strong>of</strong> India has rendered assistance to Govt. <strong>of</strong><br />

Afghanistan in the past for development <strong>of</strong> HE projects.<br />

Some <strong>of</strong> these projects for which services have been<br />

rendered by India include Kajakai power project, Lower<br />

Helmand valley development project and Khanabad HE<br />

project etc.<br />

In addition, India is extending assistance for re-construction/<br />

rehabilitation and completion <strong>of</strong> Salma dam multipurpose<br />

project (3x14MW) through WAPCOS which is proposed to<br />

be completed in a period <strong>of</strong> 48 months.<br />

Myanmar<br />

India had extended assistance for Design and Engineering<br />

<strong>of</strong> Sedawygi HE project (25MW). In addition, Tamanthi HE<br />

project (1200MW) has been identified as a mutual benefit<br />

project. A technical team comprising engineers from<br />

CEA/CWC/NHPC/GSI visited the project site in Nov.,1999.<br />

Three Nos. G&D sites have been established by India<br />

on Chindwin river.Pre-Feasibility Report <strong>of</strong> Tamanthi H.E.<br />

Project has been prepared by NHPC and submitted in<br />

April, 2005. DPR for Tamanthi project is now proposed to<br />

be prepared by NHPC for which an MOU is proposed to<br />

be signed between NHPC and Govt. <strong>of</strong> Myanmar.<br />

Uzbekistan and Tajikistan<br />

A delegation from NHPC comprising Director (Technical),<br />

Executive Director (Design & Engineering) & Chief Engineer<br />

(Planning) visited Uzbekistan in the month <strong>of</strong> April,2003<br />

and Tajikistan in the month <strong>of</strong> October,2003 to explore the<br />

possibility <strong>of</strong> setting up small hydro power projects in those<br />

countries. Certain projects for development, preparation<br />

<strong>of</strong> DPR and renovation, modernization and up-rating were<br />

identified by the delegation and report submitted to <strong>Ministry</strong><br />

<strong>of</strong> <strong>Power</strong> and <strong>Ministry</strong> <strong>of</strong> External Affairs. Further action<br />

is being taken to pursue these projects and enhance the<br />

area <strong>of</strong> cooperation with these countries.<br />

Cooperation in the BIMSTEC<br />

Cooperation in the BIMSTEC (Bay <strong>of</strong> Bengal Initiative<br />

for Multi-Sectoral Technical & Economic Cooperation)<br />

received a boost with the Declaration <strong>of</strong> the first Summit<br />

held on 31.7.04. Bangladesh, Bhutan, India, Myanmar,<br />

Nepal, Sri Lanka and Thailand are member countries. The<br />

Summit recognized Energy as one <strong>of</strong> the priority areas for<br />

cooperation.<br />

The Summit agreed to promote sustainable and optimal<br />

energy utilization through development <strong>of</strong> new hydrocarbon<br />

and hydro-power projects, inter-connection <strong>of</strong><br />

electricity and natural gas grid, energy conservation, and<br />

renewable energy technologies.<br />

India hosted the first BIMSTEC Energy Ministers Conference<br />

on 4.10.05. A Plan <strong>of</strong> Action for energy cooperation in<br />

BIMSTEC was adopted at the Conference. As a follow-up,<br />

it has been agreed to set up a BIMSTEC Energy Centre in<br />

India.
