Bhakra Beas Management Board implemented the action<br />

plan proposed as above during the monsoon season<br />

<strong>of</strong> 2005 and submitted its implementation report to the<br />

Expert Committee in November,2005. A sub Committee<br />

was formed by the Expert Committee in December,2005<br />

to inspect the site, who visited Beas Sutej Link Project on<br />

12th and 13th December,2005. The Sub-Committee was<br />

fully satisfied with the implementation report <strong>of</strong> Bhakra<br />

Beas Management Board for the monsoon season <strong>of</strong> 2005.<br />

Thereafter, the Expert Committee held its meeting at New<br />

Delhi on 16th December,2005. The Expert Committee<br />

then submitted its report to the Hon’ble Himchal Pradesh<br />

High Court, Shimla before 26th December,2005 i.e. the last<br />

date assigned to them by the Hon’ble Court. The Hon’ble<br />

Court has accepted the report <strong>of</strong> the Expert Committee.<br />

MINIMUM FLOW IN RIVER BEAS<br />

In respect <strong>of</strong> minimum flow from Pandoh dam, BBMB has<br />

been following Environment Management Plan prepared<br />

by National Environmental Engineering Research<br />

Institute. In the Enviornment Management Plan, National<br />

Enviornmental Engineering Research Institute had<br />

recommended to maintain a minimum daily inflow in river<br />

Beas at Mandi town, not less than 5% <strong>of</strong> minimum daily<br />

flow upstream <strong>of</strong> Pandoh dam. It was also recommended<br />

that after accounting for all the khads/rivers/rivulets<br />

confluencing with river Beas in the reach between Pandoh<br />

dam and Mandi and flowing under normal present<br />

condition, the shortfall, if any, may be made up by release<br />

<strong>of</strong> water from Pandoh dam. However, so far no occasion<br />

has arisen when water had to be released from Pandoh<br />

Dam downstream at the cost <strong>of</strong> power generation at DPH<br />

as the contributions from rivers/rivulets downstream the<br />

dam were adequate to meet the stipulated requirement <strong>of</strong><br />

5% <strong>of</strong> minimum daily inflows at Mandi town.<br />

The Himachal Pradesh Government vide Notification No.<br />

PC-F(2)-1/2005 dated 16.07.2005 and revised Notification<br />

No. PC-f(2)-1/2005 dated 09.09.2005 has ordered to<br />

release the minimum flow downstream <strong>of</strong> Diversion Dams<br />

throughout the year at a threshold value <strong>of</strong> not less than<br />

15% <strong>of</strong> the minimum inflow observed in the lean season<br />

into main river body whose water is being harnessed by<br />

such projects. Accordingly, BBMB has started releasing<br />

the minimum stipulated flow as desired vide above said<br />

notifications from Pandoh dam from September, 2005. In<br />

the meantime, BBMB has referred the matter to <strong>Ministry</strong> <strong>of</strong><br />

<strong>Power</strong> for taking the matter with <strong>Ministry</strong> <strong>of</strong> Environment<br />

& Forests for exempting BBMB from applicability <strong>of</strong> the<br />

notification, being an old project.<br />

Secretary, <strong>Power</strong> had a meeting with Secretary, <strong>Ministry</strong> <strong>of</strong><br />

Environment and Forests (MoEF) on 21.11.2005, wherein<br />

the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> has taken the matter <strong>of</strong> minimum<br />

lean season discharge from hydro power projects with the<br />

<strong>Ministry</strong> <strong>of</strong> Enviroment and Forest to decide the matter at<br />

the earliest.<br />

CONSULTANCY SERVICES<br />

In an endeavour to synergise the existing potential <strong>of</strong><br />

BBMB to boost the interests <strong>of</strong> its partner States, BBMB<br />

Consultancy Services were introduced.<br />

The following works were carried out by the Consultancy<br />

Services <strong>of</strong> BBMB during the year 2005:-<br />

1. Successfully running training courses under Distributed<br />

Reforms, Upgrades & Management (DRUM) programme<br />

for engineers and technicians <strong>of</strong> <strong>Power</strong> Utilities <strong>of</strong><br />

neighbouring States which has been sponsored by<br />

<strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> to promote power sector reforms.<br />

2. Provided cost effective expert services for the<br />

development <strong>of</strong> <strong>Power</strong> Sector infrastructure <strong>of</strong> the<br />

region.<br />

• The following works were completed:<br />

- Development <strong>of</strong> 66 KV Sub-Station on turnkey<br />

basis in Sector 47, Chandigarh on behalf <strong>of</strong> Union<br />

Territory, Chandigarh Administration.<br />

• The following works were taken in hand:<br />

- Development <strong>of</strong> 66 KV Sub-Station on turnkey<br />

basis in Sector 56, Chandigarh on behalf <strong>of</strong> UT<br />

Chandigarh Administration.<br />

- Development <strong>of</strong> 66 KV Sub-Station at PGIMER<br />

complex, Sector 12, Chandigarh on behalf <strong>of</strong><br />

PGIMER.<br />

- Preparation <strong>of</strong> technical specifications for Advanced<br />

Eye Centre, at PGIMER complex, Sector 12,<br />

Chandigarh on behalf <strong>of</strong> PGIMER.<br />

• The proposals for the following works are under<br />

finalisation:<br />
