the Official Language Department, <strong>Ministry</strong> <strong>of</strong> Home Affairs<br />

and <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>, Government <strong>of</strong> India.<br />

A special drive is going on in DVC to fill in the vacant post<br />

<strong>of</strong> the Hindi Cell. As a result <strong>of</strong> regular training and with the<br />

recruitment <strong>of</strong> Hindi staff, there has been a remarkable increase<br />

in the implementation <strong>of</strong> Section 3.3 <strong>of</strong> Official Language Act<br />

and Rule - 5 <strong>of</strong> the Official Language Rules in DVC.<br />

Hindi classes under the Hindi Training Scheme <strong>of</strong><br />

Government <strong>of</strong> India are conducted to impart Hindi<br />

Training and to develop the working knowledge <strong>of</strong> Non-<br />

Hindi speaking employees <strong>of</strong> the Corporation. Some <strong>of</strong><br />

the employees have also acquired the knowledge <strong>of</strong> Hindi<br />

through correspondence courses. As per the Annual<br />

Programme, received from the Government <strong>of</strong> India,<br />

<strong>Ministry</strong> <strong>of</strong> Home Affairs, Department <strong>of</strong> Official Language,<br />

DVC is striving to attain the target <strong>of</strong> the training programme<br />

during the year, under review. Further, DVC has set the target<br />

to complete the Hindi Training by 2008 at Headquarters and<br />

in the field formations for those employees who could not<br />

complete the programme till now.<br />

Hindi Workshops are being organized regularly to remove<br />

the hesitation <strong>of</strong> Non-Hindi speaking Staff/Officers <strong>of</strong><br />

DVC for conducting <strong>of</strong>ficial work in Hindi. During the year<br />

under review, till date two Official Language Workshops<br />

have been organized in which 40 <strong>of</strong>ficers and 40 staff took<br />

part.<br />

During 2005 - 2006 (upto November, 2005), Hindi Diwas /<br />

Hindi Pakhwara has been organized. Several competitions<br />

related to Official Language have been organized to inspire<br />

employees for executing their <strong>of</strong>ficial work in Hindi. On<br />

this occasion, Kavi Sammelan has been organized and<br />

Departmental Rajbhasha Shield has been awarded to the<br />

best department on the basis <strong>of</strong> using maximum Hindi in<br />

<strong>of</strong>ficial activities.<br />

During the year under review, Damodar Valley<br />

Corporation has received a Rajbhasha Shield from<br />

CALTOLIC (Undertaking) for its excellent performance in<br />

implementation <strong>of</strong> the Official Language activities. DVC<br />

<strong>of</strong>ficers and staff have also taken part in the different<br />

type <strong>of</strong> programmes and competitions organized by<br />

CALTOLIC. The anticipated target to be achieved by<br />

DVC from December, 2005 to March, 2006 includes Hindi<br />

training to the employees as per the target fixed on the<br />

basis <strong>of</strong> the action plan, organizing more Workshops on<br />

Official Language, purchasing Hindi books as per rule for<br />

the Central Library at HQ.<br />

MINISTRY OF POWER<br />

BBMB<br />

Special efforts have been made by BBMB for<br />

implementation <strong>of</strong> Official Language policy <strong>of</strong> the Union. All<br />

the documents under Section 3(3) <strong>of</strong> the Official Language<br />

Act are issued bilingually and letters received in Hindi or<br />

signed in Hindi are invariably replied in Hindi. At present<br />

about 92% correspondence <strong>of</strong> Board Secretariat with<br />

region ‘A’ <strong>of</strong>fices and 89% with region ‘B’ <strong>of</strong>fices is being<br />

done in Hindi. Board Website is made available bilingually<br />

and discussions in the meetings <strong>of</strong> Board’s High Level<br />

Administrative Committees are held in Hindi also and their<br />

minutes are issued bilingually.<br />

Meetings <strong>of</strong> the Official Language Implementation<br />

Committee <strong>of</strong> Board Sectt., are held regularly in which<br />

report regarding progressive use <strong>of</strong> Hindi in any subordinate<br />

<strong>of</strong>fice <strong>of</strong> the Board is also reviewed. Almost 50% notings<br />

as per the target fixed for ‘B’ region are done in Hindi.<br />

Bilingual working facilities are available on all computers<br />

<strong>of</strong> the Board. Training in Hindi typing has been imparted to<br />

all the English Steno typists/typists/Clerks.<br />

Hindi Library has been set up in Board Secretariat and<br />

50% amount <strong>of</strong> total expenditure for the purchase <strong>of</strong> books<br />

is being spent for the purchase <strong>of</strong> Hindi Books for the last<br />

four years. Hindi Workshops are organised on quarterly<br />

basis and subordinate <strong>of</strong>fices are regularly inspected for<br />

effective implementation <strong>of</strong> <strong>of</strong>ficial Language.<br />

Hindi fortnight is organized in Board Secretariat every<br />

year in the month <strong>of</strong> September during which various<br />

Hindi competitions are held in order to create awareness<br />

amongst the Officers and Employees to work in Hindi.<br />

Staff members doing considerable work in Hindi during<br />

the year are encouraged with cash awards.<br />

All magazines/journals <strong>of</strong> the Board are published<br />

bilingually. Two editions <strong>of</strong> Board’s quarterly house journal<br />

‘BHAKRA BEAS SAMACHAR’ are published in Hindi<br />

only. Besides, ‘TAKNIKI SHABDAVALI and ‘RAJBHASHA<br />

SAHAYAK PUSTAK’ has been published and distributed<br />

to all employees so that they can work in Hindi in a more<br />

convenient and effective manner.<br />

Board Secretariat has been awarded on a number <strong>of</strong><br />

occasions for excellent performance in Implementation <strong>of</strong><br />

Official Language policy <strong>of</strong> the Government by <strong>Ministry</strong> <strong>of</strong><br />

<strong>Power</strong> as well as by Town Official Language Implementation<br />

Committee.<br />
