VIGILANCE ACTIVITIES/DISCIPLINARY CASES<br />

MINISTRY OF POWER<br />

During the year 2005-06, attention on the preventive<br />

vigilance in the public sector enterprises <strong>of</strong> <strong>Ministry</strong> <strong>of</strong><br />

<strong>Power</strong> was continued to review vigilance work being<br />

done by the various public sector enterprises and <strong>of</strong>fices<br />

functioning under the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>. Secretary (<strong>Power</strong>)<br />

had taken meeting with CVOs <strong>of</strong> PSUs under this <strong>Ministry</strong><br />

to review the status <strong>of</strong> vigilance cases.<br />

A regular monitoring and watch is being kept on the<br />

cases received from CVC under Public Interest Disclosure<br />

Resolution. PSUs are requested to ensure greater<br />

compliance with the guidelines issued by the CVC for<br />

processing and award <strong>of</strong> tenders. 22 cases <strong>of</strong> vigilance<br />

irregularities were disposed <strong>of</strong> by the Vigilance Wing.<br />

Eleven cases <strong>of</strong> disciplinary proceedings were pending/<br />

contemplated and were at different stages <strong>of</strong> processing.<br />

Vigilance Awareness Week was celebrated in this <strong>Ministry</strong><br />

and its attached <strong>of</strong>ficers/PSUs from 7th November to<br />

11th November 2005. On this occasion Secretary(<strong>Power</strong>)<br />

administered the pledge to all the <strong>of</strong>ficers and staff <strong>of</strong><br />

the <strong>Ministry</strong>. Essay Writing Competition, Poem Writing<br />

Competition and Poster-cum-Slogan Competition were<br />

held during the week to convey the message <strong>of</strong> integrity,<br />

honesty and transparency in the society.<br />

The Vigilance Division, CEA deals with various facets<br />

<strong>of</strong> vigilance mechanism and functions as a resource to<br />

the top management for carrying out investigations into<br />

complaints, suggesting corrective measures for improving<br />

the control systems, compliance <strong>of</strong> laid down procedures<br />

and also for carrying out preventive vigilance exercises.<br />

At the beginning <strong>of</strong> the year, there were eight cases <strong>of</strong><br />

disciplinary action pending under CEA’s jurisdiction.<br />

Out <strong>of</strong> that three have since been finalised and action in<br />

respect <strong>of</strong> remaining five cases is at an advance stage <strong>of</strong><br />

completion. During the year four new cases were added<br />

out <strong>of</strong> which two cases have been finalised. Action in<br />

respect <strong>of</strong> remaining two cases is in progress. Thus at<br />

present in all, there are eight cases pending finalisation.<br />

Complaints other than anonymous/pseudonymous<br />

were taken up for investigation promptly and after<br />

completion <strong>of</strong> investigation formalities, reports submitted<br />

to the Disciplinary Authority, for initiation <strong>of</strong> disciplinary<br />

proceedings.<br />

Vigilance Division has carried out inspection <strong>of</strong> a formation<br />

<strong>of</strong> CEA with a view to apprise and ensure adaptation <strong>of</strong><br />

proper procedure as well as suggesting improvement<br />

thereon.This inspection has helped in increasing<br />

transparency in dealing with public. As a part <strong>of</strong> preventive<br />

vigilance, the Vigilance Division ensures job rotation in<br />

sensitive posts and also assisted in ensuring that persons<br />

under cloud are not posted at sensitive posts.<br />

Prescribed periodical returns were timely sent to<br />

Central Vigilance Commission and the <strong>Ministry</strong> <strong>of</strong><br />

<strong>Power</strong>. Vigilance Awareness Week was observed from<br />

7.11.2005 to 11.11.2005 in CEA Headquarters and its<br />

Subordinate Offices to spread the message <strong>of</strong> integrity<br />

and transparency.<br />

NTPC<br />

NTPC Vigilance Department - as ISO 9001-2001 accredited<br />

department <strong>of</strong> the NTPC, consists <strong>of</strong> six Units, namely<br />

Corporate Vigilance Cell, Departmental Proceeding Cell<br />

(DPC), MIS Cell, Task Cell, Technical Cell (TC) and Corporate<br />

Vigilance Cell, Noida. These units deal with various facets<br />

<strong>of</strong> Vigilance Mechanism. Exclusive and independent<br />

functioning <strong>of</strong> these Units ensure transparency, objectivity<br />

and quality in vigilance functioning.<br />

2. The disposal <strong>of</strong> complaints has been in accordance<br />

with the time-frame prescribed by the CVC. 74<br />

complaints were handled during the period. All these<br />

complaints were investigated and carried to a logical<br />

conclusion. Besides that 04 complaints were received<br />

from CVC. These complaints were also taken up for<br />

investigation within the stipulated time-frame.<br />

3. 22 <strong>of</strong>ficials were proceeded against for major penalty<br />

disciplinary action. 59 <strong>of</strong>ficials were proceeded<br />

against for minor penalty action and 58 <strong>of</strong>ficials were<br />

proceeded against for administrative action from April<br />

01, 2005 to Nov. 30, 2005. Major penalty was imposed<br />

on 07 <strong>of</strong>ficials and minor penalties were imposed on<br />

75 <strong>of</strong>ficials. Out <strong>of</strong> above cases 20 employees were<br />

facing disciplinary action in CVC cases as on March 31,<br />

2005. While 07 employees were facing major penalty<br />

action, 13 employees were facing minor penalty<br />

action. 04 cases <strong>of</strong> major penalty action and 08 cases<br />

<strong>of</strong> minor penalty action were disposed <strong>of</strong> during the<br />
