on 31st Dec 2005, Action Plans are in place for 41 utilities<br />

including 9 SEBs, 16 SGCs, 11 T&D companies and 5<br />

Department-run power utilities. These Action Plans have<br />

been instrumental in bringing about a perceptible change<br />

in quantitative and qualitative performance <strong>of</strong> State <strong>Power</strong><br />

Utilities functioning.<br />

6.0 OPERATIONAL HIGHLIGHTS<br />

The Company issued sanctions for Rs.17310 crore <strong>of</strong><br />

loans and grants during the period from 1st April 2005<br />

to 31st Dec 2005 compared to Rs.13409 crore during<br />

the same period last year. An amount <strong>of</strong> Rs.7695 crore<br />

was disbursed during the same period to state, central<br />

and private sector entities, compared to Rs.5891 crore<br />

disbursed during the same period in the last year. With this<br />

the cumulative sanction <strong>of</strong> Rs 89325 crore, disbursement<br />

<strong>of</strong> Rs.57810 crore <strong>of</strong> loans and grants have been made by<br />

the Company as on 31st December, 2005.<br />

7.0 FINANCING OF STATE AND CENTRAL SECTOR<br />

GENERATION PROJECTS<br />

7.1 HYDRO PROJECTS<br />

With a view to reverse the trend <strong>of</strong> declining share <strong>of</strong><br />

hydropower in the country’s total installed capacity, the<br />

Company is proactively identifying and providing financial<br />

support to hydro generation projects. During the year,<br />

major projects financed include Tehri HEP-I (4 x 250 MW) <strong>of</strong><br />

THDC, Kameng HEP (4 x 150 MW) <strong>of</strong> NEEPCO, Koteshwar<br />

HEP (4 x 100 MW) <strong>of</strong> THDC.<br />

During the period, the Company sanctioned loan worth<br />

Rs.3924 crore for hydro projects and an amount <strong>of</strong><br />

Rs.2047 crore was disbursed. The cumulative financial<br />

support provided by PFC for hydro Generation schemes<br />

are Rs.16249 crore, out <strong>of</strong> which Rs.9860 crore has been<br />

disbursed till 31st December, 2005.<br />

The important projects commissioned include Kau-<br />

Tlabung small HEP (2 x 1.5 MW) <strong>of</strong> Mizoram, Almati Dam<br />

<strong>Power</strong> House ( 2 x 55 MW ) <strong>of</strong> KPCL, Sardar Sarovar 3<br />

(400 MW ) <strong>of</strong> SSNL & Pykora HEP (150 MW) <strong>of</strong> TNEB.<br />

7.2 THERMAL PROJECTS<br />

The Company is providing finance to Thermal Generation<br />

projects for their timely completion. Major generation<br />

projects sanctioned during the period from 1st April to 31st<br />

Dec, 2005 under review include Tenughat extension Stage<br />

II ( 3 x 210 MW ) <strong>of</strong> TVNL, Establishment <strong>of</strong> 1 x 300 MW<br />

lignite based TPS <strong>of</strong> GIPCL, Sagardighi TPS Ph- I Unit 1&2 (2 x<br />

250 MW) <strong>of</strong> WBPDCL. 2x300 MW <strong>of</strong> Yamunanagar TPS.<br />

During the period, the Company has sanctioned loans<br />

amounting to Rs.7493 crore and disbursed an amount <strong>of</strong><br />

Rs.2217 crore. The cumulative financial support provided<br />

by the Company for Thermal Generation schemes is<br />

Rs.32276 crore, out <strong>of</strong> which Rs.18050 crore has been<br />

disbursed till 31st December, 2005.<br />

The major projects commissioned during the period<br />

include Gas Based CCPP Unit 2 (49.8 MW) at Karuppur<br />

<strong>of</strong> Aban <strong>Power</strong>.<br />

8.0 FINANCING OF PRIVATE SECTOR POWER<br />

PROJECTS<br />

PFC has so far supported 9936 MW <strong>of</strong> generation capacity<br />

by way <strong>of</strong> sanctioning financial assistance <strong>of</strong> about Rs.<br />

7552.11 crore to 50 power projects and an amount <strong>of</strong><br />

Rs.3382.66 crore has been disbursed. Also 4 guarantees<br />

have been approved worth Rs. 1097 crore. Major projects<br />

include 4x100 MW Vishnuprayag HEP <strong>of</strong> M/s. Jaiprakash<br />

<strong>Power</strong> Ventures in Uttaranchal, 4x250 MW <strong>of</strong> Rajgarh TPP<br />

<strong>of</strong> M/s Jindal <strong>Power</strong> Ltd. in Chattisgarh, 445 MW and 469<br />

MW gas based plants <strong>of</strong> Konaseema EPS Oakwell and<br />

Gautami <strong>Power</strong> in Andhra Pradesh respectively, 1500 MW<br />

and 1095 MW gas based plant <strong>of</strong> M/s Essar <strong>Power</strong> Ltd. and<br />

Torrent <strong>Power</strong> Generation Ltd. in Gujarat respectively etc.<br />

During the current year 2005-06, disbursements <strong>of</strong> Rs.745<br />

crore have been made as on 31.12.05 and sanctions <strong>of</strong><br />

approx Rs.2000 crore is under consideration. During the<br />

year 119.8 MW and 57 MW gas based CCGT <strong>of</strong> Aban<br />

<strong>Power</strong> and Arkay Energy respectively in Tamil Nadu have<br />

been commissioned. Cumulatively, 1866 MW generation<br />

capacity in private sector has been commissioned with<br />

PFC support.<br />

9.0 RENOVATION MODERNISATION & LIFE EXTENSION<br />

OF THERMAL & HYDRO PLANTS<br />

Renovation, Modernization and Life Extension <strong>of</strong> old<br />

thermal and hydro plants is a priority area <strong>of</strong> financing by<br />

PFC. As on 31.12.2005, PFC has sanctioned loans worth<br />

Rs. 5180 crore towards R&M Thermal and Rs. 1463 crore<br />

towards R&U Hydro schemes <strong>of</strong> various power utilities.<br />

Out <strong>of</strong> above an amount <strong>of</strong> Rs. 3003 crore and Rs. 691.43<br />

crore has been disbursed, respectively.<br />

10.0 ACCELERATED POWER DEVELOPMENTS AND<br />

REFORM PROGRAMME (APDRP)<br />

During financial year 2005-06 (upto December 31, 2005),<br />

PFC committed counterpart-funding amounting to<br />

Rs.456.34 crore for distribution schemes in various states.<br />

Counterpart funds amounting to Rs. 207.09 crore were<br />

disbursed and loan documents for 18 schemes with the<br />

loan amount <strong>of</strong> Rs.219.64 crore were executed during the<br />
