Computerisation<br />
The Office <strong>of</strong> the Controller <strong>of</strong> Accounts is generation Computerised Accounts through two packages namely COMPACT<br />
(PAO-2000) for accounts <strong>of</strong> Pay & Accounts Offices and CONTROLLER’S ACCOUNTING (CONTACT) for monthly accounts<br />
<strong>of</strong> Pr. Accounts Office. The Package named COMPACT (PAO, 2000) for Pre-check, Compilation, GPF and Pension etc.<br />
Modules) for Pay and Accounts Offices and CONTACT (ORA) for Principal Accounts Office has been working properly.<br />
A Pay package has been developed using PAY-TRAN through which pay bills, pay slips and other reports are being<br />
generated.<br />
As per this <strong>of</strong>fice records the position <strong>of</strong> pending Audit Paras is as under:-<br />

• File Tracking System (FTS) has been initiated for<br />
effective online monitoring <strong>of</strong> movement <strong>of</strong> files and<br />
receipts in the <strong>Ministry</strong>.<br />
• A web enabled application s<strong>of</strong>tware has been developed<br />
and implemented for data sharing and monitoring <strong>of</strong><br />
hydro projects. The application, after completion <strong>of</strong><br />
mandatory cyber security audit has been hosted on<br />
NICNET server at http://hydropowernet.nic.in.<br />
• A summary <strong>of</strong> monthly accounts <strong>of</strong> the <strong>Ministry</strong> is being<br />
posted on the website <strong>of</strong> the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> by the<br />
<strong>of</strong>fice <strong>of</strong> Controller <strong>of</strong> Accounts. This brings about<br />
transparency in accounting system and also can assist<br />
the management in its financial decisions.<br />
• National <strong>Power</strong> Monitoring Center (NPMC) has been<br />
established at Shram Shakti Bhawan, New Delhi,<br />
which has computer facilities which incorporates data<br />
acquisition from different sources for monitoring <strong>of</strong> real<br />
time operational data <strong>of</strong> Generation & Transmission<br />
system as well as progress/achievement <strong>of</strong> Generation<br />
capacity addition, implementation <strong>of</strong> various<br />
transmission and distribution systems including<br />
Accelerated <strong>Power</strong> Development and Reforms<br />
Programme (APDRP) and Rural Electrification schemes.<br />

Video conferencing facility is also available at NPMC.<br />
• As part <strong>of</strong> the e-governance activities an intrapower<br />
portal is under implementation by the NIC. The<br />
features available are electronics notice board which<br />
shall post notification, <strong>of</strong>fice orders, circulars, and<br />
announcements. Personnel & establishment which will<br />
have personnel pr<strong>of</strong>ile, leave records, ACR pending<br />
status and other relevant data, pay slips, income<br />
tax statements, tax calculations, GPF details, rent<br />
recoveries and telephone bill payment task monitoring<br />
system.<br />
CONSULTATIVE COMMITTEE OF MEMBERS OF<br />
PARLIAMENT<br />
During the year 2005, the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> coordinated<br />
and organized four meetings <strong>of</strong> the Consultative Committee<br />
<strong>of</strong> Members <strong>of</strong> Parliament for the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>. The<br />
subjects for discussion at these meetings were (i) POWER<br />
GENERATION CAPACITY ADDITION PROGRAMME IN X-<br />
PLAN”; (ii) TRANSMISSION & DISTRIBUTION LOSS/AT&C<br />
LOSS”; (iii) TRANSMISSION & DISTRIBUTION LOSS/<br />
AT&C LOSS”; and (iv) “INFORMATION TECHNOLOGY IN<br />
MANAGING DISTRIBUTION”.<br />
GRIEVANCE REDRESSAL<br />
The Grievance Cell in <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> deals with<br />
Redressal <strong>of</strong> grievances relating to various grievances<br />
