PHYSICALLY CHALLENGED EMPLOYEES<br />

MINISTRY OF POWER<br />

<strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> appreciates the requirement <strong>of</strong><br />

providing reservation to the Physically Challenged in<br />

appointments and the various Government directives in<br />

this regard are duly followed by it. The implementation <strong>of</strong><br />

the reservation policy for Physically Handicapped persons<br />

in the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> and various organizations under<br />

its administrative control is monitored by the Deputy<br />

Secretary (Administration) & Liaison Officer (Physically<br />

Handicapped) <strong>of</strong> the <strong>Ministry</strong>.<br />

The representation <strong>of</strong> Physically Handicapped employees<br />

in the <strong>Ministry</strong> as on 31.12.2005 is as under:<br />

NEEPCO<br />

37 physically challenged employees are working in the<br />

Corporation out <strong>of</strong> the total strength <strong>of</strong> 3,323.<br />

PFC<br />

The Government orders regarding reservation for Physically<br />

Handicapped Persons in the Services <strong>of</strong> company are<br />

being followed.<br />

The steps taken to ensure this include conduct <strong>of</strong> special<br />

drives to fill the positions earmarked for them, maintenance<br />

<strong>of</strong> necessary record and such other provisions as<br />

applicable.<br />

PGCIL<br />

As on November 2005 there are 37 Physically Handicapped<br />

Employees working at different levels in the corporation<br />

out <strong>of</strong> a total <strong>of</strong> 7,068 employees.<br />

SJVN<br />

From the very beginning, it has been the endeavor <strong>of</strong> SJVN<br />

to give due representation to the physically challenged<br />

persons in the employment <strong>of</strong> the Corporation. However,<br />

due to geographical conditions and peculiar construction<br />

work <strong>of</strong> the hydro electric projects, most posts in the<br />

technical area do not suit the disabled persons. As such,<br />

their employment has mainly been in non technical posts.<br />

At present, their strength is 5 ( five ), which is about 0.59 %<br />

<strong>of</strong> the total manpower <strong>of</strong> the Corporation.<br />

THDC<br />

The Corporation has provided employment to 4 Physically<br />

Handicapped persons as per Govt. <strong>of</strong> India directives.<br />

BBMB<br />

BBMB discharges its functions as laid down in Section<br />

79(1) <strong>of</strong> the Punjab Re-organization Act, 1966 for which<br />

staff for the operation & maintenance <strong>of</strong> BBMB work is<br />

provided by partner State Govts./SEBs on transfer basis.<br />

In view <strong>of</strong> provisions <strong>of</strong> Rule 6 <strong>of</strong> BBMB Rules, 1974 and<br />

Regulation 11 <strong>of</strong> BBMB Class III & Class IV Employees<br />

(Recruitment and Conditions <strong>of</strong> Service) Regulations, 1994,<br />

BBMB is following the reservation policy <strong>of</strong> Punjab Govt.<br />

issued from time to time in regard to implementation <strong>of</strong><br />

provision <strong>of</strong> reservation in jobs for physically handicapped<br />

persons. According to the instructions <strong>of</strong> the Punjab<br />

Govt., 3% vacancies to be filled up by direct recruitment<br />

reserved for physically handicapped persons 1% each in<br />

the category <strong>of</strong> blind, deaf & dumb and orthopaedically<br />

handicapped. Instructions have been issued to all CEs
