EIA FOR THE PROPOSED LANGEZANDT QUAYS DEVELOPMENT IN STRUISBAAI HARBOUR: CRR 1.12.8 1.12.9 1.12.10 Hans Swart (27) Neville Van der Westhuizen (71) Gert Groenewald, Anna-Marie Groenewald, Juliana Van der Merwe, Anneke Groenewald, Gerda Groenewald (138, 138, 183, 184, 185, 186) Even if I was an irregular holidaymaker, I would still object to the proposed development for many more reasons than already mentioned by other parties to Aurecon, e.g. the impact on fishing activities and Struisbaai‟s continues functioning of a fishing harbour, preservation of the harbour area as a tourist attraction, the harbour‟s authentic character of and associated cultural historic importance, etc. The true facts are conveniently omitted: i.e. that the property is situated on the high water mark and will be prone to periodic flooding. With climate change causing more severe weather patterns, storm surges would become a major concern. Negative impact with regards to pollution, natural sand dune migration, water pollution. Existing developments on the coast are causing a lot of problems and will only get worse. With regard to impact on harbour activities Please refer to Section 1.6.21 of this comments and response report. With regard to tourist attraction and character of the areas please refer to Section 5.2.3, 5.2.6 and 5.2.7 of the FEIR. The water and sea levels are critical and has not been omitted. It was considered so important that specialist comment was included in the reporting on these issues. Please refer to Section 5.2.8 of the FEIR. With regard to impact on the natural environment, please refer to Section 5.2.7 of the FEIR. With regard to pollution, please refer to Section 5.2.1 of the FEIR. The DEIR does not adequately address the real economic impact assessment over the medium to long term. This development will stifle the harbour as a going concern for commercial fishing purposes. The impact of a dwindling fishing industry over the next couple of decades is concerning and not addressed at all. The proposed development would be an asset to Struisbaai The proposed development is protecting everybody‟s interest. Please refer to Section 5.2.3 of the FEIR. The proponent cannot take responsibility for the status of the fishing industry. Havenga (12) Johan Van Zyl (15) The proposed development would be an asset to Struisbaai. The possible negative impact for demand/market share of existing retail facilities in the study area has not been adequately addressed, if at all. The area relies on a seasonal trade. For example, the well known Pelicans Restaurant closes down for a lengthy period in the winter months. Whilst the development proponent has apparently considered this in its design, this does not appear to be the case. This, it is submitted, goes directly to the heart of the proposed development's sustainability. Development in this area has already reached capacity, people who are residing in this area have various occupational backgrounds and have done their part in building and maintaining our country. They have earned some peace and quietness and don‟t want any more developments. This type of development is often not about the residents‟ needs, but depends on the availability of capital from developers/investors and the return on their investment. It is obvious that the proposed development is not required, questions have to be asked regarding the argument that the development is necessary. Your point is noted. Economic Specialist comment: The potential financial viability of the development has been addressed in section 4 of the economic specialist study to the extent deemed appropriate. It is pointed out that the financial viability of the overall development or of its components is by no means assured as there are risks in any business venture. The proponent is, however, well aware of these and they are not assessed to be unmanageable or so great that they could be used to justify the scaling back or rejection of the development.
