EIA FOR THE PROPOSED LANGEZANDT QUAYS DEVELOPMENT IN STRUISBAAI HARBOUR: CRR 1.9.5 1.9.6 1.9.7 Justine Sweet (97) Chris & Ria Reynolds (34) Meg Cowper Lewis (SEA) (48) A geologist has recommended that the basement be designed above the water table and that a pump be installed to remove any overflow that may occur as a result of a rise in the water table. We are advised that the proposed development is above the current water table [p. 141 of dEIR]. The jetty is proof of the actual impact human development has had on the harbour and by lengthening the jetty, the sea level and natural sand movement on the ocean floor has been disturbed on a massive scale. As a result, the swimming beach in front of the Nostra and Bella Luna was destroyed – with the rising sea levels – this has caused great concern among business owners with property that is located at sea level. Page 11: The report mentions building a wall to keep the sea out and devising emergency evacuation plans during significant storm surges. A storm surge two years ago already flooded the proposed building site (see accompanying image/s). Who would be paying for all these measures to be put into place and exercised when the sea comes in to claim its new high-water mark? The Cape Agulhas Municipal ratepayers? We have already baled out Nostra - just imagine the cost to ratepayers when the seas flood out the entire Langezandt Quays? According to Stauch Vorster the current proposed design would in all likelihood not be impacted by the watertable, however a risk does apply and therefore appropriate engineering initiatives need to be considered. Please refer to Section 5.2.8 and Annexure L of the FEIR. Your point is noted. Please refer to Section 5.2.8 of the FEIR. The proponent would be responsible for building the re-curve wall around the development on the seaward side of the development and other site specific mitigation measures. Maintenance of harbour infrastructure in the event of climate change impacts however would be the responsibility of government. Falck (64) E de Kock (88) Louise Louw (22) Evan Meirion Williams (31) The EIA notes that the proposed development takes into account rising sea levels in that a wall will be built around the development to reduce the effect of waves. The effect of the sea cannot be forecast, and this is evident with the Nostra development on the main beach. What was supposed to be a huge economic injection to Struisbaai, has now become an eyesore, with pollution from the sandbags used to keep the sea back being a major contributing factor. It is very difficult to say how the sea and coastline in the vicinity of Erf 848 will change in the next 100 years. In only the last 20 years, a new beach was formed next to the harbour wall, where sea water was prevalent until the harbour wall was constructed in 1989. One of the measures mooted to prevent the loss of the beach at Nostra is to remove the harbour wall (even if only temporarily), so that the sand build-up adjacent to it can be deposited on the main beach area. How will this impact on the development of Erf 848? It does not consider climate change (I‟ve lived for three years in L‟Aghulas and the changes that have taken place to the shoreline is concerning). Struisbaai will have a second Nostra should this development continue, The Nostra restaurant is another good example of a building that was allowed without considering the impacts on the environment and character of Struisbaai The draft EIA is as much of a farce. Anyone doubting this should to look at the development of “Nostra” and the pathetic design of electrical, water and sewage systems. To say nothing of the recent flooding of the exact area where the proposed development is supposed to be built, with underground parking no less. Your point is noted. The harbour wall provides protection to Erf 848 and the harbour facilities such as the MCM offices and mooring for the chakkies. If the harbour wall is removed, these facilities will all be at a substantially greater risk. This does not appear to be a realistic proposal as the cost would be exorbitant and the resultant impacts on the harbour and fishing difficult to mitigate. Please refer to Section 5.2.8 of the FEIR. The EIA process has been undertaken to allow the impacts to be debated and considered in relevant decisions. Please refer to Sections 5.2.5, 5.2.6 and 5.2.7 of the FEIR. It is understood that the Nostra development has its challenges, however please refer to the FEIR for the assessment of the Langezandt Quays Development.
