Where will chakkies be maintained and
repaired? The activities of using or
generating the sawdust and glass fibre with
restaurants and hotels in very close
proximity do not mix well.
The study of fishing was not thorough and
wholly inaccurate as indicated on the draft
EIA. Your assessment finds the conflict
during the peak season between the
development and fishermen to between 10
to 15% per annum and thus reacted
insignificant. This period though is when
the fishermen earn most of their profits, and
actually is of huge significance.
You also refer to chakkies instead of chugchukkies,
also quotas and cuts in the
quotas. This is incorrect, there is no quota
based fishing in Struisbaai. The Struisbaai
fishermen are traditional hand-line
fishermen.
Development such as these always result in
the alienation of fishermen, fishing activities
are curbed, often seizing completely. This is
in contrast to the claims that such
developments improve the fishermen's
livelihood. For example Gordon's Bay, the
Strand, Simonstown Town, it is a struggle
for the fishermen to secure the right of
launching their boats at Oceana Powerboat
Club, next to Cape Town V&A.
The EIA does not provide a detailed study
or a specialist investigation on this trend of
fishing activities (seizing of fishing activities
due to the developments such as the
proposed), though Ninham Shand
representative assured me that he would
investigate the matter.
MCM could provide space for such repairs
within the harbour or an entrepreneur could
start a business for boat repairs on adjacent
land with the appropriate permissions. Erf
848 is private land and therefore the
proponent is exercising his right to apply for
development of the site.
Applicants response: We agree to assist the
fishing community with negotiations with MCM
to secure land for boat repair that would
benefit all the fisherfolk.
The competition for resources already exists
and it is envisaged that it would only increase
with time and would only marginally be
increased by the proposed development. The
CAM and MCM would need to resolve this
issue as the responsible authorities for the
harbour and surrounds.
The DEIR refers to the loss of quotas that
took place in 2000 and is therefore intended
to be an indicator that the commercial fishing
prospects are currently low. Please refer to
Section 5.2.6 of the FEIR.
Access to the harbour is not being reduced.

Applicants response: Fishermen of
Struisbaai are viewed as an asset to the
proposed development.
