Tooke (67) GJ Pienaar (56) GJ Pienaar (56) GJ Pienaar (56) In respect of parking, we note that the calculation of the size of the bays is wholly inadequate given the fact that the parking bays will be required to accommodate boats and trailers as well. A rough calculation indicates that these bays should measure at least 14 m in length. Moreover, no provision is made for the large turning circles required in harbour areas where boats are being transported on trailers. The public also enjoy the use of public open space, and also as a playground for small children and more importantly access to the harbour by pedestrians occurs via this traffic area. Public parking is already available. Other businesses in the area would also benefit from this type of development. I, as the owner of erf 649 in Heidelaan, am not in favour of giving pardon to the owner of erf 572 of having to adhere to his duties for the following reasons: 3. Erf 572 is too small to meet the parking requirements of a business property. The preferred traffic alternative 4 has been amended to make allowance for vehicle/boat trailers as this was highlighted at the Public Meeting (31 October 2009). Further amendments have been undertaken to accommodate a range of queries which were raised to contribute to a traffic alternative that meets the needs of the I&APs, Traffic consultants ( iCE Group) response: This is a valid point. Parking bays at other harbours (Gordon‟s Bay, Yzerfontein and existing Struisbaai parking) measures between 12,5 and 13 metres in length. It is recommended that parking on the harbour land should be reserved for boats and trailers, with the second access as shown on the drawings. It is assumed that reference is made to Erf 921. This is public open space under the control of the CAM who are supportive of the concept to formalize Erf 921 into public parking. Please refer to the CAM letter in Annexure A of the FEIR. Agreed, however not formalized which is required to curtail the congestion experienced during peak periods. Your comment is noted. Please note we are assessing Erf 848 not Erf 572 for development and Erf 921 for public parking. Your concern is however noted in relation to Erf 848 and Erf 921. A restaurant or other businesses will result in unwanted additional parking in Heidelaan in front of my, as well as other people‟s property. No provision has been made for this. 5. Even if the entranceway to erf 572 is moved to the parking area, there will still be a overflow of vehicles in the summer peak season that will park in the Heidelaan. This has happened in the past, as well as during the past week up untills 3 February 2008. This situation will only get worse should the parking conditions be removed. 6. The institutions who gave their personal approval to the project will not be impacted directly, unlike Struisbaai and the involved homeowners. 7. It can set precedent for guest houses, etc. to follow suit, should parking on the plain receive approval, be hired out or sold. 8. By allowing the deviation of the parking conditions in the business sector on its own merits is understandable. However, other factors play a role in the harbour area. It will be necessary to construct underground parking that will have to be fitted with pumps to remove groundwater. How will you address oil leaks? Parking – Traffic – Access: We foresee many problems with regards to parking and traffic for local residents, fishermen and vacationers. Please refer to Section 5.2.2 of the FEIR regarding parking. Please note we are assessing Erf 848 not Erf 572 for development and Erf 921 for public parking. Your concern is however noted in relation to Erf 848 and Erf 921.Please refer to Section 5.2.2 of the FEIR for parking facilities. Your concern is noted. The application for environmental authorisation will only be submitted during 2010. Please refer to Section 5.2.2 of the FEIR. The development has proposed its own underground parking for a capacity of 130 bays. Please refer to Section 5.2.2 of the FEIR.
