Youldon, Johan Venter (59, 73, 69, 66, 65, 172, 93, 78) Concerns with regards to infrastructure, the proposed mitigations measures regarding water restrictions is not workable. Furthermore, seen in the light of Struisbaai‟s existing water availability issue, the construction of high density accommodation should not be considered at all. In addition your mitigation measures regarding sewerage management is in reality not possible. We understand [from the Struisbaai Residents Association Chairman] that there are no final arrangements regarding the municipal upgrade of water supply services (including the drilling of additional boreholes). This will presumably entail its own feasibility study and will require, at least, the upgrade of water pipelines and the electricity supply system which feeds the pumps. It is not envisaged that this infrastructure will be in place until at least 2011/2012. The basement parking proposed for the site is extremely expensive given the need for dewatering and waterproofing that would be required due to its the close location to the sea front and the risks due to possible rises in sea levels. Pumping might be required and that would greatly increase the need of electrical services on site and that would put a strain on already compromised municipal services. I suggest that the empty promises stated in the DEIR should be evicted i.e. Promise of financial aid to desalinate boreholes; and Promise of financial aid for sewerage pipe to Struisbaai Noord evaporation system. The mitigation measures are derived from an independent engineering consultant (Sutherland, Annexure F) as well as based on the commitments made by the CAM in the letter contained in Annexure A of the FEIR. According the the engineering assessment the mitigation measures proposed are feasible and applicable for the proposed development. Please refer to Section 5.2.1 of the FEIR. It is unlikely that the services would be required before 2012. Please refer to Section 5.2.1 of the FEIR. Your concern is noted however mitigation measures are frequently included into the environmental authority‟s decision making them legally binding. A line of +- 6km has to be installed at the significant cost to the tax payer, this will have a very high impact. Water supply is already rationed in high season without this development, and this should be rated as high impact, as do fishing and associated activities “(repair jetty closed)”. Bait and ice has to become MCM responsibility. Please refer to Section 5.2.1 of the FEIR. Please refer to Chapter 4 of the FEIR to determine how the ratings were achieved. The proposed development would attract more people, more businesses and a congested traffic, and therefore is not required. The parking allowed for on the adjacent erf will be insufficient or the design should allow parking of all the fishing trailers over the peak periods. Disagree, please refer to Section 5.2.2 of the FEIR. Development would attract more people and assist in providing a practical traffic solution to accommodate the current congestion as well as any future congestion caused by development in the harbour precinct. Public parking is the CAM‟s responsibility and traffic alternative 4, as a product of this EIA, was deemed by the traffic specialists to the most appropriate traffic solution for the area.Parking bays have been purposely angeled to accommodate boats with trailers.
