It is difficult to get previous images since every time there's a big storm surge the high-water mark changes to claim more of the land. I know that the car park was completely flooded after the Tsunami but I do not have images for this. Living as I do close to the ocean I have seen high tides during the last five years that I've never witnessed before in my life. But then again, I have images from my house but not of the Struisbaai Harbour. Referring to the draft design on the DEIR, I believe that the proposed development would have a positive impact on the area and cannot find any negative aspect related to it. Currently the old Sea-fishery building at the jetty (north) is partially utilized. Should this building be used for public ablution facilitates, visitors and fishermen would have a much short distance to walk. It would also prevent people from using the adjacent bushy area as a toilet. With the approval from the Agulhas Municipality, I suggest that the public ablution facilities should be connected to the main structure of the harbour and a service plan. Further evidence of the developers real intentions is contained in the Economic Specialist report Sec 6.2 p19, The proponent is conveniently handing over the problem of the potential shutdown of Harbour Catch to MCM and the local authorities. I agree he does not have to provide this service but he does have to be limited to the activities for which the Harbour is legislated. Noted. Section 5.2.8 of the FEIR details the potential impact of sea level rise. Applicants response: Disagree, we were in the harbor at the time of the incident and did not witness a sea level rise to the degree as detailed in your comment. Noted. Thank you for the suggestion it has been forwarded to CAM and the proponent for consideration. The proposed development does make provision for ablution facilities (refer to section 2.4.8 of the FEIR) however the existing ablution facilities located on Erf 921 would need to be relocated a suitable and amenable location. Regarding the fish handling facility, the architect was not mandated to design the retail section in detail. The Environmental Assessment Practitioner was however informed by the proponent from the beginning that there would be a fish handling facility (fish market) and this has been conveyed to I&APs on numerous occasions. No attempt seems to have been made to get tourism experts to concur with the consultant‟s views. No amount of bleating about needing 4 stories to make the development viable justifies the developer's application. There is no need i.e. legal, environmental, or social to rescue the developer from his mistaken assumption, at the expense of the fishing, residential or visiting community of Struisbaai There have been enough proposed developments in sensitive areas in the recent past. Most of these have been characterised by the cultivating of inappropriate political involvement to “ease” the approval of the project. Referring to Page two of the Executive Summary it is unreasonable to state that the buildings are approximately 9m above mean sea level (amsl), which equates to +5m above natural ground level (ngl). Unless the intention is to raise the ground floor of the development by more than one floor height above natural ground level, therefore no need to excavate for the proposed basement. Economic Specialist comment: Indeed, assessing long term economic effects with high levels of confidence is difficult which is why bold statements, potentially misleading quantification or „long-shot‟ predictions have been avoided. This helps to avoid spurious „accuracy‟, but probably increases the potential for comments that the report is too „general‟. Noted. Please refer to Section 2.4.6 and Annexure R of the FEIR. Noted.
