EIA FOR THE PROPOSED LANGEZANDT QUAYS DEVELOPMENT IN STRUISBAAI HARBOUR: CRR
1.3.13
Gerry Pienaar (38)
The TIA is also mentioning that the traffic
volume in the morning would be 465
vehicles per hour and 470 vehicles per hour
in the evening, we assume that this is not
during a good fishing day.
Traffic specialists (iCE Group) comment:
Rural roads and intersections are designed for
the 30th highest hour, which means that the
capacity of the road will be exceeded for 30
hours per year. This is a national standard
and was determined based on economic
evaluation of the cost of delay to vehicles and
the cost op providing more capacity on roads
and at intersections.
It is also inaccurate to suggest that the road
will still operate well below capacity, which
was calculated at approximately 1100
vehicles per hour, that relates to 18,3
vehicles per minute, what standard was
used to calculate the capacity? Is it London,
Los Angeles, New York or Hong Kong?
As a mitigation measure in the report, it is
suggested that a road will be built across
the parking area that will essentially link in
Kusweg North and Kusweg East with a
dangerous 3-way stop on a corner, may I
remind you that the reason for making a
substantial investment by the present
residents and property owners of this area
is to specifically to get away from traffic
congestion and dangerous intersections.
There is already an acute parking problem
in summer and any new development will
worsen the traffic effect.
Nowhere has the expense risk been
mitigated and there is the danger of the
basement not being constructed after
planning permission has been provided
which would put a strain on limited parking
resources and would increase the overflow
to the existing municipal parking facility,
which during peak season is already at
capacity.
Traffic specialists (iCE Group) comment:
We used the United States Highway Capacity
Manual, but the formulas have variables for
road width, shoulder width, percentage
passing zones, percentage heavy vehicles,
percentage unfamiliar traffic (first time users),
topography and more. The exact variables for
Struisbaai roads were used in the calculations
to ensure a true reflection of the local
conditions. The service level standards are
widely used in South Africa.
Your concern is noted. The stop at this
intersection was designed specifically to slow
down vehicles that currently exceed optimal
speed limits on Kusweg Oos and therefore
this mitigation is designed to reduce the
current hazard.
Your concern is noted. Please refer to Section
5.2.2 of the FEIR.
Please refer to Annexure R of the FEIR
regarding expense risk. Please refer to
