EIA FOR THE PROPOSED LANGEZANDT QUAYS DEVELOPMENT IN STRUISBAAI HARBOUR: CRR Please refer to Section 1.3.5 of this Comment and Response Report and please refer to Section 5.2.2 of the FEIR. 1.3.64 81, 79, 95, 85, 84, 90, 160, 162, 164, 154, 155, 156, 157, 158, 153, 150, 151, 116, 102, 103, 101, 99, 100, 98, 92, 94, 163, 174, 175, 176, 177, 178, 33, 179, 180, 181, 182 The development will cause major traffic congestion entering and leaving the harbour and the planned new entrance via Kusweg Oos will disturb the peace the residents of that road have paid a high price for. Traffic specialists (iCE Group) comment: a) Entrance on Kusweg Oos: Erf 921 is undeveloped municipal land earmarked for parking and there was always the chance of it being formalised. The parking area has two entrances and two exits so that traffic volumes will be split and have less of an impact. b) Congestion: The traffic analysis indicates that the only existing problem is at the Malvern Drive / Main Road intersection and measures were proposed (roundabout) to address this problem. The proposed Langezandt Quays development will add traffic, but intersections will continue to operate at satisfactory service levels. The local fisherman and the local people would be restricted to access the harbour, there would increased tourist activities and the proposed development would restrict the working harbour and there is no alternative harbour for use in the whole of Struisbaai/Agulhas area. The local residents and fishermen living in Struisbaai for most of the year must be well catered for, when planning access to the harbour area Access to the harbour would not be restricted. The recently introduced and growing chartering business should benefit immensely from a nearby hotel and tourist centre. Access to the jetty for strolling and kiddy angling should not be compromised by the development as the developer has no jurisdiction associated with the jetty. The jetty is affecting young and old and is even accessible to the handicapped and often life-long memories result from this ideal training ground for the future anglers. Alternative routes and rules may be required to control access and activities and that is the responsibility of local authorities. No mention of any effect of the proposed development has been made regarding access to this existing quay. Unless this will be addressed in the EIA Report, very limited impact is made on the traditional access and not all impact areas have been addressed. Traditional access to the breakwater quay has been unrestricted with parking very close by. This is an extremely popular area over a holiday period with large numbers of people accessing the structure. Who will have right to access the harbour? Who will have preference? The fisherfolk who are trying to make a living or the holidaymakers? Access to harbour wall with large truck for fuel and chakkies repair area is also a concern Your point is noted.
