As a mitigation measure in the report, it is suggested that a road will be built across the parking area that will essentially link in Kusweg North and Kusweg East with a dangerous 3-way stop on a corner, may I remind you that the reason for making a substantial investment by the present residents and property owners of this area is to specifically to get away from traffic congestion and dangerous intersections. There is already an acute parking problem in summer and any new development will worsen the traffic effect. Nowhere has the expense risk been mitigated and there is the danger of the basement not being constructed after planning permission has been provided which would put a strain on limited parking resources and would increase the overflow to the existing municipal parking facility, which during peak season is already at capacity. Traffic specialists (iCE Group) comment: We used the United States Highway Capacity Manual, but the formulas have variables for road width, shoulder width, percentage passing zones, percentage heavy vehicles, percentage unfamiliar traffic (first time users), topography and more. The exact variables for Struisbaai roads were used in the calculations to ensure a true reflection of the local conditions. The service level standards are widely used in South Africa. As a result it was necessary to investigate the option of providing parking at the adjoining public area. The developer is also proposing to use this property as the entrance to the proposed development. A public area that is very important for parking during the summer months when ski-boats arrive from elsewhere for fishing, as well as during the peak summer holiday season, have been targeted for the proposed development. According to the draft EIR this is seen as a benefit to the community! Another concern is the formal parking area as proposed on erf 921 where overflow boat trailers are presently parked that it will no longer be able to accommodate the trailers. Traffic in and around the harbour area is already under pressure during the holiday season. This development will exacerbate the traffic congestion It is unacceptable to have a vehicular entrance on Erf 921 from Kusweg Oos. It is already a dangerous corner and such access will in effect create a short cut between Kusweg Noord and Kusweg Oos. It will be a racetrack and Erf 921 is designated for parking, not for a roadway. Please refer to Section 5.2.2 of the FEIR regarding the use of parking and the access road.
