The statements about the congestion during peak periods which are rated "Low Probable" to "Very Low Probable" can only originate from a totally uninformed researcher. When the Geelstert "runs", factory trucks and all other conceivable vehicles and trailers jam-pack the harbour entrance all the way back to Main Street. Fights between truckers and boat owners who want to launch are commonplace are common. At peak times such as these, access to the hotel and all other facilities in the complex will come to a complete standstill for days on end. Parking – we are of the opinion that the suggestion to have parking underground would be foolish when considering the floods experienced on erf 848 from time to time. This is also why a decision hasn‟t been made yet regarding parking on nearby Municipal land and no public process has been undertaken for tenders or hiring to residents. Development at the harbour will cause major congestion in an area which is used for recreation during the season mostly by fisherman and parents with small children Formalizing the parking area in front of the harbour entrance will not ease the congestion to the harbour as there is one entrance to the harbour to service boat trailers, pedestrians, sightseers and now buses. Your point is noted but this pre-dates the applicants ownership of the property. Your point is noted. The traffic alternative 4 however would allow for multiple entry/exit points and thus the proposed development would have adequate accessibility. Traffic alternative 4 also makes provision to improve the traffic flow within the harbour (Erf 1394/854) Please refer to Section 5.2.8 of the FEIR regarding basement parking. This is public open space under the control of the CAM who are supportive of the concept to formalize Erf 921 into public parking. Please refer to the CAM letter in Annexure A of the FEIR. The problem of serious congestion in the harbour already exists, particularly when the holiday season co-incides with the fish runs, and may be marginally exacerbated by the development. It would be MCM‟s responsibility to control activities in the harbour if harbour activities are compromised. Please refer to Section 1.3.5 of this Comment and Response Report regarding congestion. This EIA has not addressed the formalization of the parking area to the north of Erf 848. The formalization of parking specifically relates to Erf 921, Erf 854 and Erf 1394. Youldon, Johan Venter (59, 73, 69, 66, 65, 172, 93, 78) Opening an entrance to the parking lot from Kusweg Oos does not address the problem of one entrance to the harbour Further the proposed Kusweg Oos intersection is on a blind corner to two sides and is dangerous. Kusweg Oos asphalt surface is crumbling as it is, for it was merely an asphalt screening on the existing gravel road. It was never designed for buses or high density traffic. Please refer to Section 1.3.5 of this Comment and Response Report regarding congestion. Regarding the blind corner Alternative 4 of the Traffic Report ( Section 5.2.2) two stop signs are proposed which will make this intersection safer. Regarding the poorly designed road, it is the CAMs responsibility to ensure that municipal roads are properly designed and maintained. Traffic specialists (iCE Group) comment: a) The sight distance problem will be addressed through the provision of a threeway stop as shown on the plans. b) If that is the case, the road may have to be reconstructed. The municipality may request the developer to do the construction in lieu of a portion of bulk service contributions.
