EIA FOR THE PROPOSED LANGEZANDT QUAYS DEVELOPMENT IN STRUISBAAI HARBOUR: CRR Please refer to Section 2.4.4 and 5.2.3 of the FEIR regarding the economic impact. 7.1.62 D.G. & J.L. Falck (64) Adding about 1,100m² of commercial space could well mean the end of a large chunk of the commercial market in Struisbaai and could ultimately, resulting in the loss of the rates base for the traditional commercial properties and the economic ruin of traders of Struisbaai, as it has happened in Bredasdorp. Economic Specialist response: The key consideration with regard to the commercial component of the development is spatial – i.e. that it would not be established in an area that is seen as inappropriate for commercial development in planning guidance. Competition with existing commercial interests in Struisbaai is likely but considered acceptable in a market-based economy, hence there are no clear reasons to discourage it or assess it as a net negative (provided it is spatially appropriate). Having said that competition is likely, it should be borne in mind that it is not likely to be fierce as the kind of commercial space on offer at the development will be quite differentiated from that in other parts of Struisbaai in that it would probably attract greater interest from more upmarket and tourism focused businesses. This should reduce direct competition with existing businesses in Struisbaai and commercial ruin is not regarded as likely. While there may be some re-distributional effects with regard to where rates and other municipal income comes from (e.g. businesses at the development may contribute more while those at existing commercial nodes potentially contribute less), it is considered unlikely that overall municipal income will decrease. Ultimately the rates and income base will only truly be under threat if there is a net loss of commercial activity in Struisbaai as a result of the development. This is considered highly unlikely. Statement An independent market sustainability assessment was undertaken by Douglas Parker Associates to ascertain the market appeal for the proposed retail portion of the the proposed development. Du Plessis (171) Erf 848 is unique, located on a high water mark for the purposes of storing and handling of fresh fish, it must be kept that way. By allowing the proposed development to continue is to allow greed, lies and misconduct to reign over the heritage, lives and unspoiltness of many generations. Please reconsider this development. We're aware that the proposed development will generate massive incomes for the developer but not for the fishermen and their families. The developer promised to provide job opportunities to Struisbaai-Noord Community at his previous Langezandt Quays Development and those promises never materialized. Erf 848 is private property and the proponent is exercising their right to apply for development. Please refer to Section 2.4.8 of FEIR which details the plans for the fish market which incorporates the handling of fish. Noted. The proponent has the right to develop Erf 848 (private property). Please refer to 2.3 of the FEIR. Aurecon does not make the decision in terms of approval. The Department of Environmental Affairs and Development Planning is the competent authority. Please refer to Section 5.2.3 of the FEIR regarding economic benefit. Please refer to Section 5.2.3 and Annexure H: Economic and Social assessments of the FEIR. The local Struisbaai community will be afforded an opportunity for employment both at the construction phase as well as the operational phase. Applicants response: Many people from Struisbaai-Noord who provide reliable consistent services and work at Langezandt Fishermens Village, is and have been employed for many years. Labour from Elim, Bredasdorp etc is also viewed as local.
