R. Youldon, Johan Venter (59, 73, 69, 66, 65, 172, 93, 78) There is increasingly a propensity in South Africa to over-develop seaside villages and towns. It is submitted that it is the responsibility of the EAP, the Department and the interested and affected parties to ensure that this does not happen. The EAP uses the description of Struisbaai as a tranquil, quiet seaside fishing village to motivate for the increase in tourism. However, the increase in tourism will potentially destroy the very tranquility that motivated it. Any development within Struisbaai must be designed in a manner which maintains its sense of place. Importantly, the site falls within the "coastal protection zone" because the site is situated within 100 metres of the high water mark [Section 16(1)(e)]. The stated purpose of a coastal protection zone is to enable the use of land that is adjacent to coastal public property to be managed, regulated or restricted in order to, among other things, protect the ecological integrity, natural character and the economic, social and aesthetic value of coastal public property and to protect people, property and economic activities from risks associated with sea-level rises [Section 17(a) and (c)]. Bus tourism, which the developer argues to be his target, is the cheapest travel package available and they do not eat at Agulhas Lighthouse, although the facilities exist. They are dealing with the cheapest eateries. The developer should rather build 40 toilets and a snackwich machine that makes 60 toasted cheeses in 10 minutes flat to cater for bus tourism Please refer to Sections 5.2.5 and 5.2.6 of the FEIR regarding the change in sense of place. Applicants response: The increase in tourism sought will not remotely reach the levels as experienced in Cape Town‟s V&A Waterfront for instance, as such, it will retain most of its tranquility. Your point is noted. The competent authority would need to make a decision on whether or not to authorize the proposed development based on these principles and what has been presented in the Environmental Impact Assessment. Noted. Applicants response: Foreign bus tourism operates and supports venues that can accommodate them as a group and provide a certain standard which meet their requirements. Youldon, Johan Venter (59, 73, 69, 66, 65, 172, 93, 78) Page 108(i) of the DEIR state that the harbour is currently the main local tourist attraction in Struisbaai as well as its beach area and maintaining the Harbour or improving the Harbour as an attraction is thus crucial. However a four storey hotel/time share with tourist buses will not improve the harbour; it will only be of benefit to the wealthy people. At the moment this is the focal point of Struisbaai/Agulhas. He (Proponent) bought the property knowing the applicable restrictions with the intention of making a profit. Why are these restrictions now unsustainable? He cannot claim ignorance. The real reason is that he is trying to have his four storey proposal passed and should it fail, will go for the legal option in any case. I plead with the authorities not to allow the applicant to proceed with this development. To clarify, the proposed development ranges from two storeys to a maximum of four storeys. Please refer to Section 5.2.3 and Annexure H: Economic and Social assessments of the FEIR regarding employment opportunities and Section 5.2.5 & 5.2.6 of the FEIR regarding impact on harbour area as an attraction.
