It can therefore be expected that crime will escalate exponentially should the proposed development be approved. Struisbaai would get the tourists at the detriment of the safety of the permanent residents as well as the tourists this development so desperately seek? Who will be responsible for the ecological and marine disturbances once everyone has made their profit? You and I both know that promises look good on paper, but will they be able to sustain it after 20-30 years? The location of proposed building is inappropriate, i.e. right next to the ocean. Please refer to Annexure R: Independent financial feasibility of the FEIR and Annexure U: Marketing Study, Annexure H: Economic Study as and Section 5.2.3 of the FEIR. Long term employment opportunities could also be provided. Please refer to Section 5.2.3 of the FEIR and Annexure H: Economic Assessment. Regarding crime please refer to Section 1.14.1 of this Comment and Response Report. Please refer to Section 5.2.7 of the FEIR. No marine impacts are anticipated and limited ecological impacts due to the existing development on the site. Your concern is noted. It is thus important to ensure the proposed development is sustainable financially and environmentally. Please refer to Annexure T of the FEIR for a letter from the proponent as to what they commit to implementing. Secondly the proponent would have to comply with the mitigation measures legally stipulated in the Environmental Authorisation decision should the development be approved and built. The proximity of the proposed development to the ocean is viewed as insignificant as the proposed development is not envisaged to impact the ocean in any way, other than natural storm water runoff. Please refer to Section 5.2.3 of the FEIR. Please refer to Annexure H: Economic Assessment. 1.15.6 Meg Cowper Lewis (SEA) (48) Page 8 states that the proposed development has the potential to contribute positively to the economy, we agree with that, however the benefits will be for the developer to make more profit; whilst the economy of the poor and the previously disadvantaged will only be negative. The financial sustainability inputs for Langezandt Quays indicate that the calculated risk that the proponent is willing to take is not misplaced. Financial sustainability cannot be guaranteed. However, the available evidence provides no reason to suspect financial failure and, as such, provides no clear basis to argue against the desirability of the development. There is no mention of the financial stability of the developer. What will happen to this development if the developer does not sell all the units or can not get an operator to run the hotel? Will we be left with an unsightly white elephant on this sensitive site? Applicants response: The “poor” will be given jobs and benfit from the Cumminity Trust. Please refer to Section 1.1.100 of this Comment and Response Report. It is important that the proposed development is financially and economically sustainable. Upon request at the public meeting held on the 31 October 2009 a independent feasibility assessment was undertaken by Turner & Townsend. Please refer to Annexure R & Annexure U of the FEIR regarding feasibility.
