More workers will be brought into the area to help with the construction, and what will happen to them after they're done with construction. There are no other jobs in Struisbaai. Their unemployment would lead to social problems with the biggest one in South Africa obviously being crime. How many of the local youth will get jobs from the proposed development? Added employment opportunities are claimed but outside elements who will be attracted by the proposed development would pose a serious security risk to all existing residents of Struisbaai. The natural coastline will be subject to building rubble, sewage and construction teams moving into the area. What measures will be in place to address this? Applicants response: The contract would be awarded to a credible and capable company at the time of construction and it is premature at this stage to define which company would be the successful contractor. We however commit to employ local people as far as possible. Economic Specialist comment: The possibility for not using local labour is certainly there, but I don‟t think anyone can really confidently say what the likelihood is of this happening. Mitigation measured aimed at maximizing benefits for locals have been outlined in section 6.5 of the economic specialist study. In order to be certain of the use of local labour to the optimal degree, clear provisions should be drawn up and included in the conditions of approval and management plan for the project. Bear in mind that it is not reasonable to force the proponent to use local labour under all circumstances. If, for example, a certain local labourer does not provide a good service and/or demands unreasonably high wages, his/her status as a local should not offer unfair protection from the normal consequences of actions. Please refer to Section 5.2.3 and Annexure H: Economic and Social assessments of the FEIR. Please refer to section 2.1.4 of this comments and response report. Furthermore, the local area would allegedly contribute 60% towards the construction personnel [p.150 of dEIR]. Our clients dispute the accuracy of these allegations particularly given the apparent level of mistrust among the local community towards the applicant [Aurecon draft: public meeting detailed notes 31 October 2009 paragraph 2.1-2.5]. This is based upon the community's prior experience with the applicant during the construction of the Langezandt Fishermen's Village where the applicant allegedly promised jobs to the local community which never materialised [we have raised this point since most of the local community do not have the economic resources to employ a representative to submit comments on their behalf. Our clients therefore submit that a greater level of public participation should have been undertaken to ensure that the local community's concerns were adequately dealt with and addressed.]. The public participation process has been extensive throughout the EIA to date. Please refer to Chapter 3 of the FEIR. Applicants response: Langezandt Fishermens Village used a local builder (local is defined as Elim, Bredasdorp, Napier). The contract was terminated as a result of that builder not being adaptable to the market recession, which began in October 2008. The main contractor was approached to negotiate more competitive costs, speciafically a 5% reduction in cost. The main contractor i.e. locally based builder refused to compromise and therefore in light of the economic challenges another main contractor was appointed to undertake and coordinate the sub-consultants, all of whom remained in place.The local community was not disadvantaged during public consultation as the majority of public meetings took place at the community library to account for easier access. The comment made is therefore misleading when accused of not utilizing local labour. Please refer to Annexure T for the proponents commitments with respect to employment.
