Tooke (67) The notion that it is not economically viable for the developer to build a structure of 2 storey's, is quite frankly irrelevant. As a developer of existing property in Struisbaai, the developer should know the building regulations better than most people. As such, I am led to believe that he was fully aware of this restriction prior to his purchase of ERF 848, and has taken a gamble that he would be able to have the rules changed to suit his pocket. It has come to our attention that there was a deadline for submission of comments and objections, today, 17 th of November. However, even though I had registered as an Interested and Affected Parties and have submitted my comments last year, we never received any correspondence or feedback. We therefore demand an extension in order to study the scoping report, to offer me and others (who have also not received an opportunity due to the lack of communication from your side) to investigate what we consider does not reflect a realistic picture of the impact on the socio- and ecological environment. The comment stating that some I&APs have supported the proposed development as it would significantly upgrade the harbour infrastructure need to be contextualized. Perhaps the I&APs were responding to whether the development of any nature would be an improvement. Improvement the harbour does not depend on a four storey building. The proposed mitigating factor of a staggered design to reduce height/ visual effect is inadequate. There is no mitigating factor that will reduce satisfactory the severity of this impact. The proponent is undertaking the impact assessment as legally required and the proposed development may not be approved. Every effort is made to ensure that all registered I&APs receive information throughout the EIA process. This is usually undertaken in various ways such as post, email, fax or sms. According to our database you selected the option to receive correspondence via email. We experienced a technical problem with our bulk emails which consequently resulted in you not receiving a notification. We have addressed this issue with you in an email dated 18/11/2009. Wilken (105) Erla Rabe (83) Erla Rabe (83) The results indicated on the impact assessment table are highly subjective. There is no reference as to whose expert opinion was taken into consideration. A few examples of impacts that are controversial are assigned to parking in the harbour and to traffic flow during the peak periods. Such impact should be rated as high both before and after mitigation. Furthermore the impact on heritage as been rated as low and very low, without mitigation and with mitigation respectively. This denies the significant impact that this development will have on the local fishermen and the fishing village atmosphere of Struisbaai. I sincerely hope that all the concerns, reservations, questions and objections to the harbour project will be addressed adequately to make the development a reality. Note I only read through the executive summary and not the impact report. Please hear my plea to investigate this aspect thoroughly and to have wellstructured mitigation measures in place that would address people‟s concerns. Please acknowledge reception of this objection. 1. I don‟t believe the public meetings were adequately advertised among residents. I know of a number of people who was unaware of the meeting. I received an e- mail as notification and saw an advertisement in the Suidernuus. However, I did not see an advert in any of the larger newspapers, e.g. Weekend Argus, and I talked to a number of homeowners and residents who did not receive notices via mail. The photos on the letter of the proposed development are very small and blurred. Strongly disagree. Please refer to Chapter 4 of the FEIR for the methodology adopted. Specialists were consulted to inform each of the potential impacts listed in Section 5 of the FEIR and this is clearly outlined in the text. Please refer to the FEIR. Acknowledgement has been sent to you. Please refer to Chapter 3 of the FEIR which details the steps taken to notify I&APs of the meeting.
