Youldon, Johan Venter (59, 73, 69, 66, 65, 172, 93, 78) Eldalene Bruwer (16) Hendrik Andreas Kotze (19) Evan Meirion Williams (31) Johan Van der Westhuizen (39) It is unlikely that the developer would employ local workers and builders, as in his previous development of Langezandt, he made the same promise and then he only used foreign sub-contractors, and one local sub contractor was employed and who was later fired. The developer cannot claim that he will create work for local community. The proposed development would be detrimental to the fishermen‟s way of life It is necessary nor wise to provide fish buying facilities in the development to compensate for the demolition of the present facility. A white elephant may be created, as the largest amount of fish are bought at cold storage facilities or by means of fridge trucks which need not be at the harbour permanently. It may be a good idea to allow a small retail outlet where the public can buy fresh fish directly or soon after it comes from the sea, and a fish cleaning service may be included. I'm concerned about the historical use of the harbour, fishing, recreational use and boating. How can you state that higher prices will be paid for fisherfolk? Please refer to Section 1.6.5 of this Comment and Response Report. Applicants response: The development of the Langezandt Fishermens Village employed no foreigners, only South Africans (most local). Disagree. Please refer to Section 5.2.8 of the FEIR. The proponent has identified a need for a fresh fish market and has indicated a wish to support the local fisherfolk in this way. Please refer to Section 2.4.8 of the FEIR. The vast majority of the harbour activities would not be impacted by the development as the development is not part of the harbour, though it falls within the harbour precinct. The activities that may be impacted could be supported in other ways. It has been recommended that the proponent form a subcommittee to deal with concerns of conflict between the fisherfolk and the proposed development‟s clients. Please refer to Section 5.2.3 of the FEIR. We assume you are referring to the higher prices for the fish. Fish would be marketed and handled under hygienic conditions and thus be attractive to potential customers. Please refer to Section 2.4.8. The development proponent alleges that the need for the services carried out on the site is not clear and that these services could be catered for by other businesses and premises [p. 61 of dEIR]. Thus, at least, the provision of ice, bait and fish handling services will not form part of the proposed development and the persons involved in the provision of these services will likely lose their only source of income. The development proponent also alludes to the fact that the leases for both Harbour Catch and Pelicans restaurant may not be renewed. It is specifically stated that Harbour Catch would likely be closed down as a going concern [p. 110-111 of dEIR]. This is despite the fact that Harbour Catch provides a vital range of fishing-related services to the local fishing community. As noted by the development proponent itself, the location of Harbour Catch is crucial to its success due to its close proximity to the harbour. Yet the development proponent simply states that this issue is not its responsibility. Although Erf 848 is private property, the proponent has made provision for a fish market which will provide a facility for the selling of ice, bait, tackle and fresh fish. Please refer to section 2.4.8 of the FEIR. Provision has been made in the proposed design as per alternative 6. Although the exact services as provided by Harbour Catch would not be accommodated i.e. blast freezer, opportunity still applies for the sale of fish, bait and tackle. Pelicans could be accommodated as several shops would be ideally placed in the restaurant retail functionality. Please refer to section 2.5 of the FEIR. Applicants response: Some of the Harbor Catch services can be provided in the harbor.
