4.19 At level railway crossings with roads in the<br />

urban area, <strong>City</strong> Council shall, in<br />

co-operation with the appropriate railway and<br />

other relevant agencies,<br />

(a) monitor the need for additional safety<br />

measures, such as automatic safety gates<br />

or grade separations; and<br />

(b) encourage the installation <strong>of</strong> appropriate<br />

safety measures in a timely manner as<br />

development occurs.<br />

4.20 <strong>City</strong> Council shall,<br />

(a) be satisfied that where new municipal<br />

roadways or major reconstruction <strong>of</strong><br />

municipal roadways are proposed within<br />

the Oak Ridges Moraine, as shown on<br />

Schedule II, there are no reasonable<br />

alternatives that would not impact the<br />

Moraine and, once satisfied that such<br />

alternatives do not exist, shall ensure that the<br />

road is designed and constructed in such a<br />

manner so as not to adversely affect the<br />

ecological integrity <strong>of</strong> the natural heritage<br />

features and significant landform features <strong>of</strong><br />

the Moraine by demonstrating that:<br />

(i) the area <strong>of</strong> construction disturbance<br />

will be kept to a minimum;<br />

(iii) right <strong>of</strong> ways widths will be kept to the<br />

minimum that is consistent with meeting<br />

other objectives such as stormwater<br />

management and with locating as many<br />

transportation, infrastructure, and utility<br />

uses within a single corridor as possible;<br />

(iii) the roadway project will allow for<br />

wildlife movement;<br />

(iv) lighting will be focused downwards and<br />

away from Natural Core Areas; and<br />

(v) the planning design and construction<br />

practices adopted will keep any adverse<br />

effects on the ecological integrity <strong>of</strong> the<br />

Oak Ridges Moraine to a minimum.<br />
