CHAPTER FIFTEEN -- DEVELOPMENT REVIEW<br />

The review and consideration <strong>of</strong> development proposals<br />

by staff and Council, in consultation with the public and<br />

relevant agencies is a primary activity that enables<br />

implementation <strong>of</strong> the goals, objectives and policies <strong>of</strong> this<br />

<strong>Plan</strong>.<br />

This Chapter <strong>of</strong> the <strong>Plan</strong> provides guidance on the types<br />

<strong>of</strong> matters that should be examined in the review <strong>of</strong><br />

development applications. Some <strong>of</strong> these matters include:<br />

provincial and regional policies; the goals, objectives and<br />

policies <strong>of</strong> this <strong>Plan</strong>; the results <strong>of</strong> any supporting studies;<br />

the results <strong>of</strong> agency consultation; and the results <strong>of</strong> public<br />

consultation.<br />

This Chapter also outlines the various reports that are<br />

required to be submitted in conjunction with a<br />

development application to constitute a complete<br />

application. An application would be deemed to be<br />

complete when all required information as set out in this<br />

Chapter has been submitted to the <strong>City</strong>. A standard list <strong>of</strong><br />

required studies is provided for all development<br />

applications. However, during the pre-submission<br />

consultation with the applicant, staff will identify the<br />

studies from the standard list that will not be required or<br />

may be scoped in extent, or may request additional<br />

information depending on the complexity <strong>of</strong> the<br />

application.<br />

Further, this Chapter describes some <strong>of</strong> the various tools<br />

that can be used under the <strong>Plan</strong>ning Act (such as interim<br />

control, holding and temporary use by-laws), and provides<br />

some enabling policies so the <strong>City</strong> can require certain<br />

matters as conditions <strong>of</strong> development approvals (such as<br />

dedication <strong>of</strong> parkland and securing road widenings).<br />
