The Advisory Committee’s report concluded that it is “not<br />

only possible but imperative that a compact, innovative<br />

community be constructed on the site, and that there is<br />

broad public support for the idea.”<br />

In January 1996, the Province announced that it, in<br />

conjunction with the <strong>City</strong> and Region, would be proceeding<br />

with a detailed community planning exercise for the Seaton<br />

lands. Among other matters, the exercise would be used to<br />

establish a precise boundary for the Seaton urban area, as<br />

well as the arrangement <strong>of</strong> land uses within the boundary<br />

and the layout <strong>of</strong> the required transportation network.<br />

Appropriate amendments to this <strong>Plan</strong> will be made<br />

following the Seaton planning exercise to incorporate<br />

relevant land use, transportation, and other matters<br />

respecting this community. The following policies are<br />

provided as the <strong>City</strong>’s initial input to the Seaton planning<br />

exercise.<br />

2.12 <strong>City</strong> Council shall work co-operatively with the<br />

Province, the Region and others, including<br />

existing residents, business-people and<br />

landowners within the <strong>City</strong>, in undertaking a<br />

planning exercise for the Seaton Urban Study<br />

Area.<br />

2.13 For the Seaton Urban Study Area, <strong>City</strong> Council,<br />

(a) supports the ultimate development <strong>of</strong> an<br />

urban community <strong>of</strong> up to 90,000 people<br />

and 45,000 jobs; and<br />

(b) adopts an interim population target <strong>of</strong><br />

24,000 - 38,000 people for the year 2016, and<br />

an interim employment target <strong>of</strong><br />

12,000 - 19,000 jobs for the year 2016.<br />
