To properly control the amount, nature and distribution <strong>of</strong><br />

rural growth, Rural Settlement <strong>Plan</strong>s have been prepared for<br />

each Rural Settlement (see Chapter Twelve). If another Rural<br />

Settlement is approved (by amendment to this <strong>Plan</strong>), an<br />

appropriate Rural Settlement <strong>Plan</strong> would also be incorporated<br />

into this <strong>Plan</strong> (also by amendment).<br />

2.28 <strong>City</strong> Council shall identify within its rural area,<br />

concentrations <strong>of</strong> rural housing as either Rural<br />

Hamlets, Oak Ridges Moraine Rural Hamlets,<br />

Rural Clusters or Country Residential.<br />

2.29 For each <strong>of</strong> its Rural Settlements, and as part <strong>of</strong><br />

its <strong>of</strong>ficial plan, <strong>City</strong> Council, with the input <strong>of</strong><br />

local residents, shall adopt a Rural Settlement<br />

<strong>Plan</strong>, identifying the boundary <strong>of</strong> the settlement,<br />

and the land uses within the boundary.<br />

2.30 In preparing Rural Settlement <strong>Plan</strong>s, and in<br />

accordance with the overall rural growth targets<br />

identified in section 2.22, <strong>City</strong> Council shall<br />

consider the following Rural Settlements as<br />

priority locations for growth,<br />

(a) Greenwood;<br />

2.31 <strong>City</strong> Council, by amendment to this <strong>Plan</strong>, may<br />

permit expansions to existing rural settlements,<br />

and may designate new Rural Settlements,<br />

providing,<br />

(a) the total population that may be generated<br />

from expanding existing settlements and<br />

from establishing new rural settlements<br />

shall respect the population targets<br />

identified in section 2.22 <strong>of</strong> this <strong>Plan</strong>; and<br />

(b) the provisions <strong>of</strong> Chapter Fifteen<br />

(Development Review) <strong>of</strong> this <strong>Plan</strong> are met.<br />

2.32 Despite section 2.31, <strong>City</strong> Council may permit<br />

without amendment to this <strong>Plan</strong>, minor<br />

expansions to the hamlets <strong>of</strong> Greenwood,<br />

Kinsale and Balsam, providing,<br />

(a) the general purpose and intent <strong>of</strong> the <strong>Plan</strong> is<br />

maintained;<br />

(b) the expansion is consistent with the<br />

provisions <strong>of</strong> Chapter Twelve (Rural<br />

Settlements) <strong>of</strong> this <strong>Plan</strong>; and<br />

(c) the provisions <strong>of</strong> Chapter Fifteen<br />

(Development Review) <strong>of</strong> this <strong>Plan</strong> are met.<br />
