10.7 <strong>City</strong> Council recognizes that industrial and<br />

post-consumer waste is a resource to be<br />

managed; accordingly, Council shall,<br />

(a) support and promote reduction, reuse<br />

and recycling <strong>of</strong> waste in all households,<br />

businesses and municipal operations;<br />

(b) focus more on the reduction and<br />

elimination <strong>of</strong> waste than on the<br />

management <strong>of</strong> waste generated;<br />

(c) encourage businesses to develop safe,<br />

cost-effective and innovative ways <strong>of</strong><br />

recycling or reusing waste materials in<br />

order to divert them from landfill;<br />

(d) prepare an appropriate waste management<br />

strategy for the <strong>City</strong>’s facilities, as well as<br />

for households, institutions and<br />

businesses within the <strong>City</strong>; and<br />

(e) review development proposals to ensure<br />

waste management and waste reduction<br />

is accommodated.<br />

10.8 <strong>City</strong> Council, in acknowledging that mineral<br />

aggregates are an important resource,<br />

recognizes that there is one area <strong>of</strong> high<br />

potential mineral aggregate reserve remaining<br />

in the <strong>City</strong>; accordingly, Council shall,<br />

(a) designate Areas <strong>of</strong> High Potential<br />

Mineral Aggregate Resources to increase<br />

awareness <strong>of</strong> this area (see Schedule III);<br />

(b) require proponents <strong>of</strong> development<br />

within or adjacent to this area to submit<br />

a study that assesses the potential<br />

aggregate reserves on the site and the<br />

impact <strong>of</strong> the proposal on the ability <strong>of</strong><br />

lands within the area <strong>of</strong> high potential to<br />

be utilized for extraction purposes;<br />

(c) require new sites for aggregate extraction,<br />

including new sites for aggregate<br />

extraction or expansions to existing<br />

aggregate operations within<br />

the Oak Ridges Moraine to be established<br />

by amendment to this <strong>Plan</strong> and to the<br />

Durham Regional <strong>Official</strong> <strong>Plan</strong> (see<br />

section 15.33);<br />

(d) require, where appropriate, the<br />

recommendations <strong>of</strong> the required studies<br />

be implemented (see (b) above and<br />

section 15.33); and<br />

(e) encourage the rehabilitation <strong>of</strong><br />

abandoned pits and quarries in a manner<br />

that is compatible with surrounding land<br />

uses.<br />
