Personal Security<br />

Another important objective <strong>of</strong> community design is to<br />

achieve a high level <strong>of</strong> personal security by making<br />

developments more attractive to users, by providing better<br />

surveillance opportunities, and by reducing the<br />

opportunities for victimization. Through careful attention<br />

to design, a high level <strong>of</strong> personal security can be achieved.<br />

13.11 <strong>City</strong> Council shall,<br />

(a) endeavour to ensure that the design <strong>of</strong><br />

developments minimize conditions that are<br />

potentially dangerous to the public without<br />

impeding functional and aesthetic<br />

characteristics;<br />

(b) encourage the continuous occupancy and use<br />

<strong>of</strong> public spaces throughout daily, weekly and<br />

seasonal cycles by encouraging the mixing <strong>of</strong><br />

spaces, activities and institutions which<br />

enable public presence at varied times;<br />

(c) discourage developments from having public<br />

and publicly-accessible spaces such as<br />

parking facilities, outdoor and indoor<br />

walkways, elevators, stairs and lobbies in<br />

remote or isolated locations;<br />

(d) endeavour to ensure publicly-accessible<br />

spaces are located near public roads, transit<br />

stops and other high activity spaces to enable<br />

public surveillance;<br />

(e) endeavour to ensure landscaping plants and<br />

materials are used in a manner that does not<br />

obstruct views into lobbies, windows, parking<br />

facilities and pathways, or any other views<br />

needed to ensure clear surveillance and<br />

safety;<br />

(f) endeavour to ensure views are provided into,<br />

out-<strong>of</strong>, and through publicly-accessible<br />

interior spaces <strong>of</strong> developments through the<br />

use <strong>of</strong> transparent materials in stairways,<br />

lobbies, hallways, elevators and doors;<br />

(g) discourage the creation <strong>of</strong> long passages or<br />

outdoor walks which cannot be adequately<br />

watched or monitored;<br />

(h) endeavour to ensure adequate lighting, early<br />

detection (e.g. mirrors and transparency), and<br />

remote monitoring (e.g. cameras) are used in<br />

locations where personal security risks may be<br />

present;<br />
