(iv) use <strong>of</strong> innovative building design to<br />

minimize grading requirements; and<br />

(v) use <strong>of</strong> selective grading techniques;<br />

(f) require that proponents <strong>of</strong> an application for<br />

development or site alteration with the<br />

exception <strong>of</strong> mineral aggregate operations<br />

that does not constitute major development,<br />

with respect to land in a landform<br />

conservation area (Categories 1 and 2), shall<br />

require a site plan that:<br />

(i) identifies the areas within which all<br />

building, grading and related<br />

construction will occur; and<br />

(ii) demonstrates that buildings and<br />

structures will be located within the<br />

areas referred to in clause (i) so as to<br />

minimize the amount <strong>of</strong> site alteration<br />

required;<br />

(g) require Site <strong>Plan</strong> Control to limit grading<br />

and the alteration <strong>of</strong> the natural landscape to<br />

implement the policies <strong>of</strong> this section <strong>of</strong> the<br />

<strong>Plan</strong>.<br />

15.41 Within the Oak Ridges Moraine, <strong>City</strong> Council<br />

shall,<br />

(a) recognize that key natural heritage<br />

features relate to wetlands, significant<br />

portions <strong>of</strong> the habitat <strong>of</strong> endangered, rare<br />

and threatened species, fish habitat, areas<br />

<strong>of</strong> natural and scientific interest,<br />

significant valleylands, and significant<br />

wildlife habitat;<br />

(b) recognize that hydrologically sensitive<br />

features relate to permanent and<br />

intermittent streams, wetlands, seepage<br />

areas and springs;<br />

(c) recognize that Table 18 identifies<br />

minimum areas <strong>of</strong> influence and minimum<br />

vegetation protection zones related to the<br />

key natural heritage features and<br />

hydrologically sensitive features, and<br />

where features are not identified on<br />

Schedule V, such as seepage areas and<br />

springs, these features shall be identified<br />

using criteria identified by the Province<br />

either on a site-by-site basis or through the<br />

appropriate study prior to undertaking any<br />

development or site alteration;<br />
