CITY POLICY<br />

Community Improvement Areas<br />

15.32 <strong>City</strong> Council,<br />

(a) shall, where warranted, provide for the<br />

maintenance, rehabilitation and<br />

redevelopment <strong>of</strong> selected residential,<br />

commercial and industrial areas by<br />

identifying Community Improvement<br />

Project Areas, adopting Community<br />

Improvement <strong>Plan</strong>s, and implementing<br />

Community Improvement Projects<br />

pursuant to the provisions <strong>of</strong> the <strong>Plan</strong>ning<br />

Act;<br />

(b) may, in undertaking Community<br />

Improvement <strong>Plan</strong>s and Projects,<br />

(i) support private efforts to maintain<br />

and rehabilitate existing buildings<br />

and structures;<br />

(ii) maximize the use <strong>of</strong> existing public<br />

infrastructure by infilling or<br />

redeveloping vacant or underused<br />

land;<br />

(iii) upgrade and improve the existing<br />

level <strong>of</strong> physical services and facilities<br />

such as roads, street lights and<br />

sidewalks, in a manner consistent<br />

with the character <strong>of</strong> the area;<br />

(iv) upgrade and improve the quality and<br />

quantity <strong>of</strong> recreational and other<br />

community services and facilities;<br />

(v) make the most efficient use <strong>of</strong> all<br />

available resources, including funding<br />

from federal and provincial<br />

governments, to resolve local physical,<br />

social and economic deficiencies; and<br />

(vi) in commercial areas, preserve and<br />

enhance the viability <strong>of</strong> existing<br />

commercial facilities;<br />

(c) shall identify community improvement<br />

areas on the basis <strong>of</strong> general conformity<br />

with the first criterion listed below, and<br />

conformity with a significant proportion<br />

<strong>of</strong> the remaining criteria as follows,<br />

(i) older, stable residential, commercial<br />

and industrial uses that are in need <strong>of</strong><br />

rehabilitation, maintenance or<br />

redevelopment, including lands with<br />

potential for infill development or<br />

improvements to underused<br />

properties and buildings;<br />

(ii) lack <strong>of</strong>, or deficient municipal sanitary<br />

or storm sewage systems, or water<br />

systems in the urban areas;<br />
