Rural Settlements<br />

12.1 In preparing rural settlement plans, <strong>City</strong> Council<br />

shall,<br />

(a) involve residents, business-people, landowners,<br />

relevant public agencies, and other interested<br />

groups and individuals;<br />

(b) designate the settlement boundary and land<br />

uses within that boundary on Schedules IV-1<br />

to IV-13 in accordance with the description and<br />

permissible uses set out in Table 17;<br />

(c) indicate the location <strong>of</strong> new public road<br />

connections, where known, and endeavour to<br />

ensure the construction <strong>of</strong> such road<br />

connections through development proposals<br />

and government initiatives; and<br />

(d) indicate the general location <strong>of</strong> existing and<br />

new community facilities, where known, and<br />

endeavour to ensure the construction <strong>of</strong> such<br />

facilities through development proposals and<br />

government initiatives.<br />

12.2 For development in Rural Settlements, <strong>City</strong><br />

Council shall,<br />

(a) require development to occur along existing<br />

roads, and along new roads introduced in<br />

locations identified either on the rural settlement<br />

maps or through the review <strong>of</strong> development<br />

proposals;<br />

(b) encourage and where possible require, the scale,<br />

character and relationships <strong>of</strong> new development<br />

(including lots, buildings, structures, roads,<br />

services and utilities) to be compatible with<br />

scale, character and relationships <strong>of</strong> existing<br />

development, considering features such as the<br />

size and shape <strong>of</strong> lots, lot coverage, building<br />

heights, building setbacks, building floor area,<br />

building material and design, road widths, street<br />

patterns and vegetation;<br />

(c) encourage new development to enhance the<br />

range <strong>of</strong> housing choice in the settlement and to<br />

be innovative in relation to compact form, water<br />

usage and sewage disposal;<br />

(d) require all new development, whether on<br />

individual or communal water and sanitary<br />

services, to be based on appropriate technical<br />

review to ensure the adequate provision <strong>of</strong><br />

services, protection <strong>of</strong> the natural environment,<br />

the protection <strong>of</strong> nearby property owners, and<br />

compliance with Provincial and Regional<br />

standards; and<br />

(e) protect for road connections to adjacent lands.<br />
