Located in the valley <strong>of</strong> the West Duffins Creek along<br />

Whitevale Road; lands to the west are part <strong>of</strong> the<br />

Provincially-owned agricultural land assembly; lands to the<br />

east are part <strong>of</strong> the Provincially-owned lands acquired for<br />

Seaton<br />

Includes open space and environmentally significant areas<br />

associated with the valley <strong>of</strong> the West Duffins Creek<br />

Originally planned in the 1820s as "Majorville"; development<br />

flourished as an industrial mill village during 1850s to 1870s;<br />

exhibits 19th century village characteristics including small<br />

scale streets in a rectilinear pattern and modest wood frame<br />

houses; a Heritage Conservation District has been designated<br />

including most lands within the settlement boundary and<br />

surrounding rural lands to the east along Whitevale Road<br />

Existing businesses include an antique store, several craft<br />

shops and a tea shop; existing community facilities include a<br />

community centre, a park, a place <strong>of</strong> worship, and a library;<br />

the Seaton Hiking Trail follows the creek valley to both the<br />

north and the south<br />

the old mill pond, located north <strong>of</strong> the Hamlet, is now a<br />

regionally-significant wetland; former mill buildings remain<br />

along Whitevale Road<br />

CITY POLICY<br />

Whitevale Settlement Policies<br />

12.4 <strong>City</strong> Council shall,<br />

(a) encourage opportunities for enhancing the<br />

historic village <strong>of</strong> Whitevale through general or<br />

site-specific zoning that allows the introduction<br />

<strong>of</strong> arts and craft studios, custom workshops and<br />

small-scale commercial enterprises on suitable<br />

sites, providing the historic character <strong>of</strong> the<br />

village and the interests <strong>of</strong> neighbouring<br />

residents are respected;<br />

(b) endeavour to ensure that development within<br />

the Whitevale Heritage Conservation District<br />

complies with the adopted heritage district<br />

guidelines and heritage district permit process;<br />

(c) recognize the former school house and<br />

cemetery as two locally significant properties<br />

east <strong>of</strong> the village by identifying them as<br />

Special Interest Sites on Schedule IV-2;<br />
