14.4 Except for lands that are designated in
accordance with the Oak Ridges Moraine
Conservation Plan, City Council shall
determine the exact boundaries of the Open
Space System in consultation with relevant
agencies including the appropriate
conservation authority, and considering the
results of any Environmental Report
required by section 15.9.

14.5 City Council recognizes that the Open Space
System designations on Schedule I may
include private lands that are not accessible
to the general public and may not be
intended for public ownership.

14.6 Where this Plan indicates activities to be

may authorize or delegate staff or others to
undertake such activities on its behalf.
