(o) encourage opportunities to rejuvenate the<br />

historic Village <strong>of</strong> Fairport as a “lakefront<br />

village”, and to this end, shall consider<br />

site-specific rezoning applications to permit<br />

in conjunction with the residential use,<br />

activities such as tea rooms, craft shops, art<br />

studios, and pr<strong>of</strong>essional <strong>of</strong>fices, provided<br />

that:<br />

(i) the scale <strong>of</strong> the proposed use is<br />

compatible with surrounding uses;<br />

(ii) appropriate <strong>of</strong>f-street parking is<br />

available either on the lot or in nearby<br />

public parking areas;<br />

(iii) the exterior <strong>of</strong> the home retains its<br />

residential character;<br />

(iv) signage is discretely accommodated;<br />

and<br />

(v) any other matters identified by Council<br />

are addressed appropriately;<br />

(p) when considering proposals for bay-fill,<br />

ensure the proposal does not adversely<br />

affect the aquatic environment, is limited in<br />

scale, improves environmental conditions <strong>of</strong><br />

Frenchman’s Bay and its shoreline, and is<br />

supported by an environmental report<br />

addressing the requirements <strong>of</strong> section 15 <strong>of</strong><br />

this <strong>Plan</strong> and any other requirements <strong>of</strong><br />

public review agencies;<br />

(q) through the review <strong>of</strong> development<br />

proposals and in consultation with<br />

landowners and surrounding residents,<br />

endeavour to provide publicly accessible<br />

spaces, adjacent to the water’s edge, where<br />

feasible and appropriate; and<br />

(r) encourage the use and operation <strong>of</strong> the Lake<br />

Ontario Waterfront Trail in a manner<br />

sensitive to the interests <strong>of</strong> the neighbouring<br />

residents, and provide local trail<br />

connections with the Waterfront Trail in<br />

appropriate locations; and<br />

(s) for lands on the south side <strong>of</strong> Bayly Street<br />

between St. Martins Drive and Pine Creek<br />

designated Mixed Use Areas – Mixed<br />

Corridors, despite Table 6 <strong>of</strong> Chapter Three,<br />

establish maximum and minimum net<br />

residential density <strong>of</strong> over 140 and up to and<br />

including 225 units per hectare and a<br />

maximum floor index <strong>of</strong> up to and including<br />

2.6 FSI.<br />
