A Potential Airport Site, that protects lands north <strong>of</strong><br />

Highway 7 between Sideline 22 and Sideline 26, for a<br />

potential regional airport, in the event such a facility<br />

is established by others, in consultation with the <strong>City</strong>.<br />

2.8 For planning purposes, <strong>City</strong> Council shall<br />

consider the following areas as <strong>Pickering</strong>’s<br />

urban system,<br />

(a) lands between Lake Ontario and the<br />

C.P. (Belleville) rail line generally known<br />

as the South <strong>Pickering</strong> Urban Area;<br />

(b) lands between the C.P. (Belleville) rail line<br />

and Highway 7, east <strong>of</strong> the West Duffins<br />

Creek, generally known as the Seaton<br />

Urban Study Area; and<br />

(c) lands north <strong>of</strong> Highway 7 and south <strong>of</strong> the<br />

Seventh Concession Road, generally<br />

known as the Potential Airport Site.<br />

Neighbourhoods are the backbone <strong>of</strong> the urban system.<br />

For planning purposes, the South <strong>Pickering</strong> Urban Area<br />

is divided into 15 urban neighbourhoods (see Map 9:<br />

South <strong>Pickering</strong> Urban Area Neighbourhoods, at the<br />

end <strong>of</strong> this Chapter). These neighbourhoods range in<br />

size, shape, and character.<br />

For the Seaton Urban Study Area, urban<br />

neighbourhoods will be identified at a later date,<br />

through a subsequent planning exercise.<br />

2.9 <strong>City</strong> Council,<br />

(a) recognizes neighbourhoods as the<br />

fundamental building blocks <strong>of</strong> its urban<br />

system; and<br />

(b) shall endeavour to maintain the different<br />

identities and characters <strong>of</strong> its<br />

neighbourhoods as they evolve over time.<br />
