(d) when considering proposed amendments to<br />

the <strong>of</strong>ficial plan and/or the zoning bylaws,<br />

make adequate information available<br />

to the public, and hold at least one public<br />

meeting at which any person in attendance<br />

may provide comments about the<br />

proposed amendment; at its discretion,<br />

Council may hold another public meeting<br />

should the proposed amendment to the<br />

<strong>of</strong>ficial plan and/or zoning by-law be<br />

changed after the earlier public meeting;<br />

(e) consider a proposed <strong>of</strong>ficial plan and/or<br />

zoning by-law amendment at a meeting<br />

open to the public and hear comments<br />

from the public prior to making a decision<br />

on the matter; and<br />

(f) establish a public notification and<br />

participation process for reviews<br />

undertaken within Detailed Review Areas,<br />

and for major amendments to Counciladopted<br />

development guidelines, identified<br />

in this <strong>Plan</strong>.<br />

14.10 <strong>City</strong> Council shall regularly review its public<br />

participation and notification procedures to<br />

ensure adequate and appropriate public<br />

involvement in community development<br />

matters, and in doing so, shall consider the<br />

following,<br />

(a) the structure and format <strong>of</strong> the statutory<br />

public information meetings to ensure<br />

they allow for constructive public<br />

participation and exchange <strong>of</strong> information<br />

between interested parties;<br />

(b) the need for a public planning advisory<br />

committee to provide comments and<br />

assistance to staff and Council on planning<br />

and related matters;<br />

(c) the effectiveness <strong>of</strong> the prevailing public<br />

notification procedures, including signage<br />

requirements, newspaper advertisements<br />

and mail notification radius and process;<br />

(d) the extent to which under-represented<br />

groups are involved;<br />

(e) the role <strong>of</strong> community associations in<br />

providing comments, disseminating<br />

information and facilitating neighbourhood<br />

participation;<br />
