(b) promote the Waterfront Node as a boating,<br />

tourism and recreational area;<br />

(c) require that future development within the<br />

Waterfront Node capitalize upon these<br />

unique attributes, which include<br />

Frenchman’s Bay, Lake Ontario, the<br />

Hydro Marsh, <strong>City</strong> parks, Millennium<br />

Square, marine activities, and the historic<br />

Village <strong>of</strong> Fairport;<br />

(d) for lands within the Waterfront Node,<br />

require building forms and public space to<br />

be <strong>of</strong> high quality design with a Great Lakes<br />

Nautical Village theme as detailed in the<br />

Council-adopted Liverpool Road Waterfront<br />

Node Development Guidelines, to create a<br />

vibrant pedestrian environment;<br />

(e) for lands within the Waterfront Node,<br />

further identify, as Marina Mixed Use Area,<br />

those lands that,<br />

(i) constitute the primary marina precinct<br />

within the Waterfront Node;<br />

(ii) are located as follows: the northern twothirds<br />

<strong>of</strong> the former ‘Coolwater Farms’<br />

property, extending west across<br />

Liverpool Road to Frenchman’s Bay,<br />

and stretching north to Annland Street<br />

excluding the Liverpool Road frontage;<br />

and<br />

(iii) are illustrated for reference on the<br />

Tertiary <strong>Plan</strong> contained within the<br />

Council-adopted Liverpool Road<br />

Waterfront Node Development<br />

Guidelines;<br />

(f) for lands identified as the Marina Mixed<br />

Use Area, and despite Table 3 <strong>of</strong> Chapter<br />

Three,<br />

(i) restrict the variety <strong>of</strong> permissible uses to<br />

those that strengthen and complement<br />

the existing working marinas and cater<br />

to the <strong>Pickering</strong> community and<br />

boating public, as follows: marinas,<br />

yacht clubs, and mooring facilities;<br />

marina supportive uses; restaurants;<br />

limited retail and <strong>of</strong>fice uses; and those<br />

uses permissible in Open Space System<br />

– Natural Areas and Recreational Areas;<br />

(ii) further identify a sub-area <strong>of</strong> land<br />

located south <strong>of</strong> Wharf Street, 31 metres<br />

from the edge <strong>of</strong> Frenchman's Bay,<br />

wherein despite (i) above, residential<br />

uses, up to a maximum density <strong>of</strong><br />

55 units per net hectare, are permitted<br />

provided that,<br />
