CITY POLICY<br />

Oak Ridges Moraine<br />

The Oak Ridges Moraine<br />

was formed approximately<br />

12,500 years ago when<br />

material gathered between<br />

two separate lobes <strong>of</strong> glacial<br />

ice creating an interlobate<br />

moraine. The moraine is<br />

significant for its unique<br />

concentration <strong>of</strong> geological,<br />

hydrogeological, landform<br />

and special attributes. Only<br />

a small portion <strong>of</strong> the<br />

moraine extends into the<br />

<strong>City</strong>. Nevertheless, it is the<br />

source <strong>of</strong> many <strong>of</strong> the <strong>City</strong>’s<br />

streams, and provides<br />

important local ecological<br />

and aesthetic values.<br />

10.13 <strong>City</strong> Council recognizes that the Oak Ridges<br />

Moraine provides a wide range <strong>of</strong><br />

environmental functions critical to the<br />

maintenance <strong>of</strong> healthy water resources and<br />

natural heritage values in the <strong>City</strong> and beyond;<br />

accordingly, Council shall,<br />

(a) designate the Oak Ridges Moraine<br />

boundary in accordance with Ontario<br />

Regulation 01/02;<br />

(b) implement the Oak Ridges Moraine<br />

Conservation <strong>Plan</strong>, (Ontario Regulation<br />

140/02) through this <strong>Plan</strong> as required by<br />

the Oak Ridges Moraine Conservation Act,<br />

2001;<br />

(c) where questions <strong>of</strong> interpretation arise,<br />

regard shall be given to the Oak Ridges<br />

Moraine Conservation <strong>Plan</strong>;<br />

(d) implement a development control<br />

strategy that requires all development on<br />

the Oak Ridges Moraine to maintain the<br />

ecological integrity <strong>of</strong> the key natural<br />

heritage features, preserves the sensitive<br />

hydrologic features and maintains the<br />

significant landform features <strong>of</strong> the<br />

Moraine in accordance with Chapter<br />

Fifteen; and<br />

(e) where the policies <strong>of</strong> this <strong>Plan</strong><br />

contradict the Oak Ridges Moraine<br />

Conservation <strong>Plan</strong>, the more restrictive<br />

policies shall prevail with the exception<br />

<strong>of</strong> policies that apply to agricultural<br />

uses, mineral aggregate operations and<br />

wayside pits.<br />

CITY POLICY<br />

Lake Ontario Waterfront and<br />

Frenchman’s Bay<br />

10.14 <strong>City</strong> Council recognizes the ecological,<br />

cultural, recreational and economic<br />

significance <strong>of</strong> Frenchman’s Bay and the<br />

Lake Ontario Waterfront; accordingly,<br />

Council shall,<br />

(a) designate the shoreline <strong>of</strong> Frenchman’s<br />

Bay and the Lake Ontario Waterfront as<br />

part <strong>of</strong> Shorelines and Stream Corridors<br />

to increase awareness <strong>of</strong> this area<br />

(see Schedule III);<br />

(b) permit uses and activities along and<br />

adjacent to Frenchman’s Bay and the<br />

Lake Ontario Waterfront that promote<br />

the area as attractive, healthy and<br />

accessible, while protecting and/or<br />

enhancing ecological systems and the<br />

character <strong>of</strong> abutting neighbourhoods;<br />
