CITY POLICY<br />

Urban System<br />

2.7 <strong>City</strong> Council shall,<br />

(a) encourage a variety <strong>of</strong> uses in close proximity<br />

to one another through a well-designed,<br />

compact urban form;<br />

(b) make efficient use <strong>of</strong> infrastructure, land and<br />

services, and facilitate local economic and<br />

social interactions between people;<br />

(c) increase overall the number and variety <strong>of</strong><br />

housing, employment, educational, cultural,<br />

recreational, and other opportunities and<br />

experiences within the urban area;<br />

(d) direct new residents, jobs and activities to<br />

areas where adequate amenities, services and<br />

facilities either exist or will be provided;<br />

(e) encourage the integration <strong>of</strong> people <strong>of</strong> varied<br />

backgrounds, cultures and lifestyles into the<br />

urban system;<br />

(f) encourage alternatives to the private<br />

automobile for moving around and through<br />

the urban area; and<br />

(g) improve the physical design <strong>of</strong><br />

neighbourhoods, streets and the public<br />

realm, making them safer, more attractive,<br />

more comfortable, more human in scale, and<br />

more respectful <strong>of</strong> cultural and natural<br />

heritage.<br />

The Urban System comprises three adjoining areas in<br />

<strong>Pickering</strong> as shown on Map 8: <strong>Pickering</strong>’s Urban System,<br />

at the end <strong>of</strong> this Chapter:<br />

The South <strong>Pickering</strong> Urban Area, extending from<br />

Lake Ontario northerly to the C.P. (Belleville) rail<br />

line which cuts diagonally across the <strong>City</strong> from<br />

north <strong>of</strong> Finch Avenue in the west, to north <strong>of</strong><br />

Taunton Road in the east.<br />

The Seaton Urban Study Area, the exact boundary<br />

<strong>of</strong> which will be determined through a subsequent<br />

planning exercise. This area extends northerly<br />

from the C.P. (Belleville) rail line to Highway 7,<br />

generally between the West Duffins Creek and<br />

lands east <strong>of</strong> Brock Road.<br />
