Pedestrian and Cycling Safety<br />

Attention to community design can assist in making a<br />

significant difference in how easy it is for people to walk,<br />

bicycle, or use transit, as advocated by the policies <strong>of</strong> other<br />

sections in this Chapter. To further encourage this, the<br />

policies <strong>of</strong> this section endeavour to ensure that the <strong>City</strong>’s<br />

streets are safe and inviting to users while recognizing the<br />

function <strong>of</strong> the road and the overall traffic movement<br />

requirements.<br />

13.16 In the design, redesign and operational<br />

reviews <strong>of</strong> road corridors, <strong>City</strong> Council shall,<br />

in consultation with the authority having<br />

jurisdiction over the road, consider the<br />

following designs and techniques in<br />

appropriate locations to improve safety for<br />

pedestrians and cyclists,<br />

(a) reducing traffic speeds by road design,<br />

instead <strong>of</strong> relying on posted speed<br />

reductions, through traffic calming<br />

techniques in appropriate circumstances,<br />

such as,<br />

(i) narrowing the street width and/or<br />

lane widths;<br />

(ii) reducing or eliminating visibility<br />

triangles on local roads to slow<br />

traffic and heighten awareness <strong>of</strong><br />

potential conflicts;<br />

(iii) reducing the design standards for<br />

horizontal and vertical curves in<br />

roads;<br />

(iv) introducing special features such as<br />

traffic circles and roadway<br />

constrictions;<br />

(v) reducing intersection spacing along<br />

appropriate roads; and<br />

(vi) reducing the use <strong>of</strong> dedicated turn<br />

lanes, divided from the main<br />

intersection by islands, particularly<br />

from higher speed roads onto lower<br />

speed roads;<br />
