(c) prohibit development on lands that are<br />

environmentally unsuitable for the<br />

proposed use, considering the safety and<br />

health <strong>of</strong> the user, and potential negative<br />

effects on the natural environment;<br />

(d) where contaminated lands are suspected,<br />

require proponents to undertake<br />

investigative and restorative actions<br />

(see section 15.12);<br />

(e) encourage practices that have beneficial<br />

effects on aquatic and terrestrial<br />

ecosystems and reduce the potential to<br />

pollute air, soil, and water;<br />

(f) assist, where possible, in preventing<br />

environmentally hazardous emissions<br />

and spills, and promoting the restoration<br />

<strong>of</strong> environmentally hazardous sites;<br />

(g) participate in programs controlling<br />

invasive, alien or noxious species in the<br />

environment;<br />

(h) designate the general locations <strong>of</strong> known<br />

active and former waste disposal sites to<br />

increase awareness <strong>of</strong> these areas<br />

(see Schedule III);<br />

(i) for proponents with lands adjacent to<br />

waste disposal sites, require the<br />

recommendations <strong>of</strong> an Environmental<br />

Report to be implemented<br />

(see section 15.9); and<br />

(j) in considering any proposal for the reuse<br />

<strong>of</strong> a former waste disposal site, require<br />

written approval from the Ministry <strong>of</strong><br />

Environment and Energy that the<br />

development satisfies provincial<br />

legislation and guidelines.<br />

10.22 <strong>City</strong> Council recognizes that people’s normal<br />

use and enjoyment <strong>of</strong> property may be<br />

affected by unacceptable levels <strong>of</strong> noise,<br />

vibration, dust, light spillage, odours or<br />

safety concerns in proximity to railway lines;<br />

accordingly, Council shall require<br />

proponents <strong>of</strong> affected developments to<br />

adequately address noise, vibration, dust,<br />

light, odour or safety concerns, and where<br />

necessary, to incorporate into such<br />

developments, appropriate mitigation<br />

measures as may be specified in a required<br />

analysis (see section 15.13).<br />
