15.9 <strong>City</strong> Council,<br />

For development or site alteration within 120<br />

metres <strong>of</strong> a key hydrologic feature or within 120<br />

metres <strong>of</strong> a key natural heritage feature located<br />

within the Natural Heritage System <strong>of</strong> the<br />

Greenbelt <strong>Plan</strong>, shall require a natural heritage<br />

evaluation and hydrological evaluation to be<br />

prepared by qualified experts. For<br />

development adjacent to a key natural heritage<br />

feature located outside <strong>of</strong> the Natural Heritage<br />

System but within the Protected Countryside<br />

<strong>of</strong> the Greenbelt <strong>Plan</strong>, the policies <strong>of</strong> section<br />

15.8(a) shall apply.<br />

15.10 Despite section 15.8(a), agricultural uses<br />

including the construction <strong>of</strong> farm related<br />

buildings are exempt from the requirements <strong>of</strong><br />

sections 15.8(b) and 15.9, except for uses<br />

adjacent to Known Waste Disposal Sites, and<br />

subject to the policies <strong>of</strong> sections 15.8(b) and<br />

15.12A.<br />

Exemption for Agricultural<br />

Uses<br />

15.11 <strong>City</strong> Council shall require that the<br />

Environmental Report submitted in<br />

accordance with section 15.8 include at least<br />

the following,<br />

(a) a description <strong>of</strong> the development<br />

proposal, including the purpose,<br />

location, land area and proposed use;<br />

(b) a description <strong>of</strong> the landforms, features<br />

and functions, <strong>of</strong> the environment that<br />

may be affected, directly or indirectly, by<br />

the proposed development;<br />

(c) an assessment <strong>of</strong> the expected effects <strong>of</strong><br />

the development proposal on the<br />

environment, both positive and negative;<br />

(d) based on the foregoing, a determination <strong>of</strong><br />

the site’s developable limits<br />

demonstrating whether the features and<br />

functions <strong>of</strong> the site can be maintained if<br />

development also occurs on the lands;<br />

(e) a listing <strong>of</strong> assumptions used in the<br />

assessment;<br />

Report may be scoped<br />

depending on the<br />

significance or<br />

sensitivity <strong>of</strong> the feature<br />

being studied. This<br />

means that the level <strong>of</strong><br />

detail presented in the<br />

data and<br />

recommendations <strong>of</strong> the<br />

Report is inherent in the<br />

level <strong>of</strong> impact that the<br />

proposal may impose<br />

on the feature - the<br />

greater the potential<br />

impact, the greater the<br />

level <strong>of</strong> detail required<br />

to review the proposal.<br />
