Land Use Definitions<br />

3.1 <strong>City</strong> Council shall promote an efficient and<br />

integrated land use strategy that protects and<br />

enhances <strong>Pickering</strong>’s rural and ecological<br />

systems for existing and future generations, and<br />

leads to a more complete, compact and liveable<br />

urban system.<br />

3.2 <strong>City</strong> Council shall,<br />

(a) establish appropriate land use designations<br />

and policies for all lands in the <strong>City</strong>;<br />

(b) promote Kingston Road as the <strong>City</strong>’s<br />

“mainstreet”;<br />

(c) promote the downtown core as the <strong>City</strong>’s<br />

main focus for business, employment,<br />

entertainment, shopping, major community<br />

and cultural uses, major indoor recreational<br />

facilities, and high density residential<br />

accommodation;<br />

(d) while maintaining the character <strong>of</strong> stable<br />

residential neighbourhoods, increase the<br />

variety and intensity <strong>of</strong> land uses and<br />

activities in the urban area, particularly on<br />

lands designated Mixed Use Areas,<br />

Regional Nodes and Employment Areas;<br />

(e) while maintaining rural character and<br />

preserving agricultural land, increase the<br />

variety and intensity <strong>of</strong> land uses and<br />

activities in the rural area, particularly in<br />

Rural Hamlets;<br />

(f) protect the <strong>City</strong>’s significant and sensitive<br />

natural resources and systems from<br />

inappropriate land uses and activities; and<br />

(g) involve residents, business-people,<br />

landowners, relevant public agencies, and<br />

other interested groups and individuals in<br />

land use decisions affecting the <strong>City</strong>.<br />

3.3 <strong>City</strong> Council shall use the land use categories<br />

and criteria set out in Table 2 to this <strong>Plan</strong> for<br />

designating land uses and establishing land use<br />

policies, and where appropriate may establish<br />

additional land use policies for neighbourhoods<br />

and settlements in Part Three <strong>of</strong> this <strong>Plan</strong>.<br />

3.4 For the purpose <strong>of</strong> this <strong>Plan</strong>, <strong>City</strong> Council shall<br />

define,<br />

(a) net residential density as the total number <strong>of</strong><br />

dwellings per hectare <strong>of</strong> net residential site<br />

area, and shall not consider accessory<br />

dwelling units as dwelling units for the<br />

purpose <strong>of</strong> calculating density;<br />
