8.8 <strong>City</strong> Council, in consultation with its<br />

heritage committee, shall,<br />

(a) allow alterations, additions or repairs to<br />

buildings designated under the Ontario<br />

Heritage Act, provided the changes to<br />

the building do not detrimentally affect<br />

the heritage value;<br />

(b) allow new buildings, or alterations,<br />

additions or repairs to existing buildings<br />

within a Heritage Conservation District<br />

that are consistent with the District<br />

Conservation Guidelines;<br />

(c) discourage or prevent the demolition or<br />

inappropriate alteration <strong>of</strong> a heritage<br />

resource, but where demolition or<br />

inappropriate alteration is unavoidable,<br />

(i) consider the acquisition and<br />

conservation <strong>of</strong> the resource; and<br />

(ii) if acquisition is not possible,<br />

conduct a thorough review and<br />

documentation <strong>of</strong> the resource for<br />

archival purposes; and<br />

(d) ensure that designated cultural heritage<br />

buildings, and other important cultural<br />

heritage resources that are vacant for an<br />

extended period <strong>of</strong> time are inspected<br />

regularly to discourage vandalism and<br />

monitor conformity with the <strong>City</strong>’s<br />

Maintenance and Occupancy By-law.<br />

Cultural Heritage Alteration and<br />

Demolition<br />

In 1995, Town Council<br />

received approval from the<br />

Ontario Municipal Board <strong>of</strong><br />

its by-law designating a<br />

Whitevale Heritage<br />

Conservation District.<br />

To assist landowners and<br />

residents <strong>of</strong> the District in<br />

maintaining their properties,<br />

a document entitled “A<br />

Guide: Whitevale Heritage<br />

Conservation District” was<br />

prepared giving information<br />

on compatible development<br />

and outlining the heritage<br />

building permit process.<br />

8.9 <strong>City</strong> Council shall consider the following<br />

guidelines on the use and reuse <strong>of</strong> heritage<br />

resources,<br />

(a) maintain, if possible, the original use <strong>of</strong><br />

heritage structures and sites, and if<br />

possible, retain the original location and<br />

orientation <strong>of</strong> such structures;<br />

(b) where original uses cannot be maintained,<br />

support the adaptive reuse <strong>of</strong> heritage<br />

structures and sites to encourage resource<br />

conservation; and<br />

(c) where no other alternative exists for<br />

maintaining heritage structures in their<br />

original locations, allow the relocation <strong>of</strong><br />

the structure to appropriate sites or areas.<br />
